He answered it smilingly, and smiled more broadly still when Mr. Kemp remanded him to the House of Detention, there to swell the force of undesirables in our midst. Another of that genus appeared with a bruised and swollen face evidently the result of a drunken brawl and was sent to fourteen days hard labour. Many of these "poor, proud and particular class of human beings are evidently studying literature in preference to searching for work. There is usually a good crowd of them in the Public Library. certain, however, that what affects one branch of the trade must, relatively speak ing, indirectly affect all others in a more or less degree. And it becomes the duty of a paternal government to secure to the industries of the Colony that full measure of protection which the enterprise of its inhabitants claims as its just privilege and the capital involved and the risks undertaken might fairly hope to claim. We need only refer to the attitude of the Hongkong Chamber of Commerce in regard to the foreign-subsidised boats that plied on the Canton river to justify our re- marks that no stone should be left unturned to secure for our industries that fair field

Then comes the abiding horror of her marri• age, that criminal marriage to which she was forced by the ruthless King, her father, Prince Ferdinand Philip of Coburg was her husband, a man who has not spared the world a frank view of his character. It was a mad arrange ment, the deliberate, cold blooded sacrifice of
a human soul to the tradition of a petty Royal House. The life she led with the man to whom they chained her was horrible. The Prince told her one day that he had married her only be. cause he was in love with her mother. She sbrack from him, trembling: this was in the early days of their wedded life. Her brother-in- law, the present Prince of Bulgaria, added to her misery by a persistent persecution. Hel pressed an ignoble suit upon ber, and once even sent her a dragger, "Since you are squeamish," was his messago, "kill your husband." She carried her tale to the latter; be took the dag- ger from her hand, laughed, and left her.

The second clause was then passed.
Some discussion ensued upon the reading of the third clause stating that," It shall be lawf for the Governor-in-Council, from time to time as he shall think fit, to make, revoke and vary regulations for the purposes of this: Ordinance, and in particular for the purpose of requiring that the origin of all sugar imported into the. The said regulations shall be pub lished in the Garette, and shall thereupon be- come as valid as if inserted in this Ordinance.
Hon. Shewan-That will simply mean a tax on sugar. It will be an extra expense on the Colony to find out where the sugar comes from. The Colonial Secretary-it is in the interests of the sugar Industry of the Colony,
Hon. Shawan-It is not in the interests of the Colony itself. Are we sitting here in the interests of the sugar industry of the Colony?

It is a noteworthy fact that of the three members of this subcommittee two, namely, Mr. D. R. Law and Mr. C. W. There are peculiar conditions governing this particular branch of the trade in Hongkong, and various suggestions for legislation in the direction best suited to meet the special circumstances of the trade have been made with the result that the enactment, which has now passed into law, was introduced into our Legislative Council..
