Officials of the Department stated there would be no hasty action, but the whole subject of interference with American trade between the belligerents in the present war would he considered and that each protest that might be forwarded would be part of a uniform and consistent policy to be followed by the Department--Kobe Chronicle.

Belligerent's use of Neutral Harbours.

London, 15th August. The Morning Post, in the course of an article- on the recent baval engagement near the Straits of Pechili, sturdily contests the right of belligerents to take refuge in neutral ports, thereby avoiding encounters.

Other journals here adopt a more or less decided tone on the subject. Some of the

San Francisco, 22nd August. The inner line of the fortifications at Port Arthur is now effectually broken and important developments are expected soon.

Following the severe repulse of Friday an- other assault was ordered on the western forti fications in the neighbourhood of Shuanglao bay, the feet assisting with its guns. The Japanese succeeded in capturing one of the forts near the artillery camp and are now entrenched there and mounting guns.

Another assault which was made on the Palichuang redoubt has failed

It is reported that the Japanese are now landing troops at Pigeon bay, the forts over- looking the sea having been silenced and commanding positions in the vicinity having been secured by the besiegers.

But the risks to steamers in Far Eastern waters are obviously most serious. Cargo in British steamers for Japan is being dene against war risks at about £1 per cent. as a rule, but when cargoes are inrge and un-persons interested. The unclaimed shares in derwriters fall the rates, go up to 1 and 2 per cent. Many merchants are taking out war risk covers protecting all their shipments to the end of the year. This prudent course is being taken as regards Indian and Chinese, as well as Japa- nese shipments. Rates run at about 2s. 6d. to 35. per cent.

ATTACKING FORCES SUFFER. LAND MINES EXPLODED. Nothing defaite, of course, is known as to Japanese losses, but reports persistently agree that in the operations on the dates mentioned above they were in the neighbourhood of 15,000. On Tuesday last two regiments of infantry, two squadrons of cavalry and one battery of artillery are said to have been sacrificed in a rush on forts No. 3 and 4. These troops met their fate on mines which were exploded in the vicinity of the fortifications meationed.

The persons making the above statements would not give out the Russian losses in the three days' fighting, though stating that they had knowledge of the number. However, the information was volunteered that they were not large in comparison.--Chefoo Daily News.

The time of the enforced suspension of milling operations was utilised in carrying out the changes in the hoisting gear at Bukit Koman, necessitated by the substitution of electric for steam power and the adoption of skips instead of trucks and cages. Any Cargo impeding her discharge will be landed into the Godowns of the Hongkong and Kowloon Wharf and Godown Co., Limited, and stored at Consignees' risk ang expense.

Na Claims will be admitted after the Goods have left the Godowns, and all Goods remaining

undelivered after the 3rd September will be subject in rent.

All broken, chafed and damaged Goods are to be left in the Godowns, where they will be

examined on the 3rd September, at 3 P.M. No Fire Insurance has been effected.
