Choving from Shanghai are lying in the anchorage unable to get lighters. Some apprehension is felt owing to several salt boats being blocked in the Fati Creek on their way from Fatshan, it being mooted that the Salt Commissioner's cruisers may attempt to proceed up creek to tow them down. At the time of writing the situation is very grave, and although in my letter of yesterday 1 stated that when I visited Fati all seemed quiet and the Customs were doing their best to prevent rupture, the absence of all carrying craft on the river and their con- gregation at one spot is very omindus. Opium imported to-day was carried back to Hongkong.

make any extensive remarks. Last year I told you we presented the best report we had ever had. This year we have just managed to ex- ceed that report. We are able to place the same amount to reserve fund and carry forward a slightly larger amount than we did last year. I don't think there is anything to be said in connection with these accounts. We believe that the stock has been carefully a very sound position. stated that they would go on strike to-day. Thus the shipping business between the two parts is entirely disorganized at both ends, and appears likely to remain so indefinitely, as the boatmen in Canton stubbornly refuse to work, until all they ask for is granted. The cause of this trouble is the imposition of a boat-tax, which the boatmen declare is oppressive and objectionable. When the Viceroy decided to
himself against the rebels, and finding himself obey the mandate from Peking to take the field in need of funds fur the purpose, he instructed the Governor of Kwangsi Province to levy a tax on boats. This was to be assessed at cents per cubic foot (English measure ment). This tax, of course was farmed out a syndicate which at once essayed to collect the tax
