of Ripon Terrace, is worthy of commenda- tion to those less fortunate members of the light-fingered fraternity who bungle in a petty theft of peanuts from a hawker's stall and get their just deserts in imprisonment and stocks. To burgle four houses out of five and to pay a return visit to two of them in the course of a fortnight, after the police have been notified, and the occupiers put on their guard requires not only a cool impudence but a quick wit. In our issue of Saturday last we recorded the systematic attack which a thief or thieves had been making upon these houses, and stated that in the course of the past seven days four out of the five houses had been entered and money, clothing and jewellery stolen, Several days later one of the victims of this uninvited guest wrote drawing attention to the inadequate policing of the neighbourhood asserting that he was informed by an Indian constable on duty that his beat was from No. B Police Station, along Bonham Road, past Ripon Terrace, down by Eastern Street (35 to Hospital Road and back again. This round, he wrote, occupies fully an hour. We have not been able to verify his state ment but admitting that the Sikh's informa- tion is correct, there would appear necessity for some consideration being given to in- habitants of the distric: to ensure that their property is safeguarded. And judging by what has since transpired a change is most desirable. On Monday the robber of Ripon Terrace was once again on the alert, and finding "all serene" took a favourable opportunity of again calling at the first house and re- lieving the servants of some of their savings.

has been now done (see the Gasette Extraor by Proclamation in the Gazette. All this dinary of July 20th, 1994), and, therefore, section eleven of the Ordinance now has full effect. That section is as follows:-"From and after the date of such Proclamation the new edition shall be deemed to be, and shall be, without any question, in all Courts of Justice and for all other purposes whatsoever,. the sole and only Statute Book of this Colony up to the date of the latest of the Ordinances contained therein: Provided that nothing in this section shall affect the operation of any Ordinance which may be passed before such approval by the Legislative Council, for the repeal, alteration or amendment of any earlier Ordinance after such Ordinance has been already printed in the new edition." Ofcourse, in some instances, the number of an Ordin- ance has had to be altered; but the excel- lent tables of reference contained in the third volume show at a glance what has become of each Ordin-nce in the edition of the Ordinances hitherto in use, and where and under what number it is to be found in the New Edition. So far as I can judge in the short time I have bad, I may say that the Index appears to be an admirable one. I can recollect the former edition in four volumes being brought out in 1890 and 1891, and the concise edition in two volumes in 1891 and 1892, both compiled by Mr. A. J. Leach, now Mr. Justice Leach, the larger edition being brought out under the general supervision of the Law Revision Commission of that day, One contained all the Ordinances to the end of 1887, while the other contained only the Ordinances then in force, to the end of 1890 They were most useful works, but the Index, it such it can be called, was most meagre. Since 1890, legislation has been most active and the result has been the passing, not only is to enter the premises first, fdowed by of many new Ordinances, but of a great num. the Excise Officer, who will be imediately ber of Ordinances repenting or amending or
