In view of the direct encouragement which a professor of an American University has given to flirtation by describing it as being. "a train- ing of the abilities which one needs in serious life," parents of attractive daughter have ap- proached their political representatives upon the subject, with the result (if we Pall Mall Gazette are rightly informed) that a hill is shortly to be introduced in the House, of which the following is a draft:-
