THEIR HISTORY AND STATUS.

The military correspondent of the London Timer ways it is a matter for regret that the active young leader of mounted troops should not have taken the trouble to study on the spot the most interesting race of horsemen in the world, the far-famed, legendary Cossacks. Much can be learnt about them from books, but none of them, ales, are in the Eng. lish language. The writings of Starikoff; Choroschkine. Petroff, and Krasnoff in Rus Thurssian, those of von Pettau, von Stein, and von Krahner in German, together with the his- tories of Lesur, Rambaud, and Nessel in French, supply all that can be desired as a [672 foundation for research. But the Cossacks themselves are the real and living interest, and the Cossack spirit is not to be learnt from books. It can only be assimilated by close contact with the Cossacks themselves, and by travel throughout those scattered and yet con- tiguous territories which reach from shores of the Black Sea to the far Pacific.

Closely bound up with every page of Rus sian history, the Cossacks sometimes sided with the Tsars, but asöften against them. On the accession of Peter the Great they formed a half circle round the southern frontiers which they protected from Tartar invasions, penetrat ing later into Siberia, where they became the Russian advanced guard against Kirghiz and Kalmicks. So long as these communities remained on the frontier and were inured to constant warfare they retained all their best qualities. The legends interwoven with the Dames of Mazeppa and Platoff belong to heroic perinds of Cossack lore, and so, too, do the deeds of the Cossacks of the Ukraine and Zaporogia, whose names have since passed away though their fame is abiding. As the

Cossacks became more settled in their ter- ritories to the north-east of the Black Sea, and the confines of Russia marched rapidly past them towards the east, they became more con- founded with the general population and less apt for war.

The first principle of Cossack service has always been that, in return for a grant of land and freedom from taxation, every man should come out when called upon and bring his own horse, arms, and equipment. In practice, many changes have been made, and the root principle is not one that is any longer generally respect. ed. Many Cossacks are too poor to provide their own horses, and the cost of their equip ment falls upon the stanitsa, which is put to heavy expense and is very hard hit by an order of mobilisation. Wat, for the Cossack, la no longer a business that pays.

the regiments were brigaded with the regular cavalry, and their independence as a fighting branch was destroyed. It is doubtful whether the change was of advantage. The greatest successes of the Cossacks jo war, striking re- cords of which we find scattered throughout the writings of Napoleon's Generals, were due to the preservation of their particular and very unconventional methods of combat, which were the absolute antithesis of the traditions of regular cavalry. The tendency of late years has been to merge the Cossacks with the rest of the population, and oid Platoff would hardly recognise in the Cossack of to-day his unkempt warriors who wore down the chivalry of France. The Cossack votskos, however, still possess enormous tracts of territory, two-thirds of which are held in trust for the general community on the principle of the wir, while the other third belongs to the Comack nobility, or is in the hands of non-Cossack peasants, The Don, Kuban, Terek, Ural, and Orenburg territorias, ali lying north-east of the Black Bea, are fairly WIRE compact, but those of Siberia, Trans-Baikal, the Pri-Amur, and Ussuri occupy long bands of country, corresponding with the lines or frontiers which have in times past been com- mitted to Cossack guardianship.

The eastern volikor have been constantly engaged with Asiatic enemies, and have bad no experience of regular fighting; those furth est cast have been reinforced by contingents. from the Trans-Haikal territory, while the | Ussuri Cossacks have been fortified by heavy drafts from the Don which have been brought round by sea in the Volunteer Fleet: The dva | voltkes which are most immediately concerned in the present war are those of Siberis, Semiret- chinsk, Trans-Ba!kal, Fri-Amur, and Ussuri, Their total population may be put down st about 750,000 besides non-Cossacks, the aum- ber of males of what in known as "Cossacks condition" baing some 180,000.
