THE PLAGUE.
Canton, April 1rth. Some cases of plague are reported in the city, but the deaths cannot be many. The coffin shops are well supplied with coffins, and this is the best evidence that the death rate in the city is low. At the same time, I think it is true that a few cases of plague have taken place and that deaths have followed. In the villages about Cantou there is some plague, in Sao Unity, for instance, many cases have been reported, but not nearly so many as in former
years

THE RAILWAY TROUBLE.

They have added three native members to that commission; have appointed three Filipino judges of the supreme court; bave appointed a solictor-general and many other officers from the natives; and have selected about half the judges and nearly all the governors of the provinces from that race.
