THE LICENSING OF PILOTS.

The Pilots Ordinance, which the Hon. L. A. W. Barnes Laurence introduced for the consideration of the Legislative Council yesterday aftemoon, is undoubtedly the out- come of repeated representations made to the Government in the interests of shipping. The Chamber of Commerce has frequently had the question under consideration and, in 1902, they were approached by the Hongkong and Kowloon Wharf and Gudown Co., Ltd, with the object of inducing the Government to oblige plots to register then {35 scives with, and prove their qualifications |before, a Board having the requisite authority from the Government to act. Accordingly, the matter was brought forward, stress being and on the fact that the pilots of to-day are of inferior calibre to their predecessors, and that there was a growing tendency amongst them to disregard and wilfully ignore ordinary

We find that, at the request of the Government, a scheme for holding Government examinations and granting certificates was drawn up by a special sub-committee, comprising Messrs. E. A. Hewett, A. Haupt, and W. Poate.
