The Echo de Chine states:--The Akitsu- skim is not nachored outside Woosung but in the middle of the river in front of the telegraph station, the bamboo gates of the fence of which are not clo ed, thus giving access to the large tanks of water in which the extremities of the cables are immersed.

longer holds good and one may ask oneself whether the telegraph cables at Woosung are not a serious attraction for the Akitsushima. We see in this a great violation of Chinese neutralit,, but the English press, nevertheless, does not breathe a word on the subject. A powerful cruiser which anchors in a neutral port and use that pgri as a base of operations and for obtaining information is a flagrant breach of neutrality, agajost which, however, | nabody will protest.

The initial torpedo adventure of the Japanese it Port Arthur makes it of particular interest it the moment to remember what Lord Charles Beresford thought of that arm of the naval force of Japan after his visit to the great dock- yard of Yokosuka in 1899. In that dockyard be found a large torpedo depot, with everything connected with torpedo warfare under one administration. "This," he said, "is an in- finitely preferable plan to the British, where everything connected with the torpedo warfare is only an auxiliary of the great dockyards." It is significant that it is the well-equipped force admired by one of our greatest authorities in naval efficiency which should be put first into action by the Japanese.

No fresh coal charters have been effected locally from Japan ports, but a limited amount of chartering has been done in the North at slightly lower rates than heretofore, a weakes local coal market having been prohibitive to an advance in freights, Closing quotation is hardly better than $3 per ton, Moji to this.
