TREATMENT OF PRISONERS OF WAR.
THE PRISONERS' DURAU IN WORKING ORDER.
We (Ke Chronicle have already referred to the establishment of what is to be known as Prisoners' Bureau. Some paticulars in regard to this important branch of Army organisation institution of the kind since the International will be of interest, for this bureau is the first Peace Congress held in Holland in 1899.
There has been no precedent to work upon, but we understand that all the initial difficulties

The enemy bombarded the ships and fort- ress at long range with their heavy guns till 1.15., firing 200 shells; the damage to the Russian vessels was insignificant. One of the Russian she'ls appeared to seriously damage the Japanese croiser Takasago, but owing to the distance it was impossible to astin the extent. THEIR WOMEN FOLKS GRATEFUL.

The crew of the Russian cruiser Parpag, from Chenulpo via Itongkong, have reached
Colombo. They were there transferred to a Russian steamer, which sailed on the 8th instant for Odessa.
The Captain of the Varyag has been appointed Aide-de-camp to the Czar.
The women of Libau, to which port the Parag was attached, have telegraphed to the Captain and crew of 11.M.S. Talbot, which crveyed the survivors to Hongkong, their benfelt thankfulness for the humane treat-

An attempt was made to rescue others of the enemy's sailors from drowning, but our destroyers were forced to desist owing to the fire from the forts being continued, and to the approach of the cruiser Novik. The wounded prisoners are being treated by our medical officers and are progressing favour ably. They have expressed their gratitude at our efforts to ensure their comfort.

Money or any other articles will be forwarded to the prisoners' homes or to any place they may request; and the officials will even be prepared to act as notaries and assist in the drawing-up, if need be, of wills and private documents, and guarantee that every effort will be made to secure their safe delivery to the persons named by the prisoners.
As regards the property of men killed on the battlefield it will be the duty of the Prisoners' found and use every effort to see drat they are Bureau to take charge of any articles thus returned to the friends of the deceased.

1. The steamer Nesia (with its appurten- auces)
This steamer was captured by the Imperial Japanese cruiser Taisut by the Nine Pin Rock in Korea, balween 6 30 and 7.30 a.m. on the 7th February.
2. The steamer Aioukden, and a chest con-
laining ten thousand roubles (the property of the Russo-Chinese Bank); several items, as per list attached, of provisions, etc, belonging to either foreign and Japanese firms.
The above steamer and cargo were captured by the Imperial Japanese cruiser Helyen, at the port of Fusan at 2.45 on the 6th February.
3. The steamer Argun, with 31 roubles owned by the steamer,

The steamer was captured by the Imperial Japanese cruiser Adauma near Pa Kao-pu on the south-western coast of Korea, at about 4 p.m. on the 7th February.

For Swatow, chartering has been done at 40 cents per picul, liners' terms. There is said to be a plentiful supply of beans at New- chwang, but it remains to be seen, whether produce can be brought on the way without difficulty, on account of the hostilities.
On time charter, not less than 15 steamers have again been taken up at very good prices, rates varying slightly according to condition and delivery of steamer and the demand stil! continues.
