That Japanese are Mongols, and a branch ver branches of the Altaic tribes, we do not deny. Neither are we ashamed of our Mengelic origin, as we know by the highest ideal ever offered to mankind that a man's or a nation's ethnic affinities do not debar him or it from life's highest possible attainment. He who curses us for our "barbaric" origin may be a Greek, but not a Christian.
Culture, and not Heredity, determines the destiny of a nation. There are cases where nations of white race go down in the scale of
humanity, because they chose as aims of their national existence mean and retrogressive ideals; and there are cases of people of yellow or black race reaching a very high degree of civilisation because they looked high and for

There is a thing called European civilisation
Vulgatly, it is understond to be something poes sessed solely by European peoples. Bame shallow thinkers in China and Tapan construe the term in this sense, and oppose to it a new
term, "Asiatic or Oriental civilisation." They seem to think that civilisation is a matter of geography, and that, like the distribution of plants and animals, it should be described by zones and regions.
But better-informed persons think otherwise. They know that'so-called European civilisation is not a thing peculiar to Europe The adjec tive is an unfortunate one, as it is liable to at tach a place-limit to the noun it defines. European civilisation is a civilisation that reached its high development on the soil of Europe. It was only accidentally, however, that it did so, because, under proper circum- stance, it can grow and prosper on any other soil.
Hence, we may say that ofl Europeans are not Europeans. The saying is paradoxical, but its meaning is clear. There are brown-haired. blue-eyed, whiteskinned* Furopeans, who look backward, and not forward, and are therefore not Europeans in one meaning of that term. The great German historian, Baron Bunsen, in bis famous work "God in History," says that Chinese are not limited to China and Peking. "All European-Chinese, with and without pig. tails," is his strong description of these pseudo- Europeans. Europeanism or Occidentalism is "looking-forwardism." And all Europeans and Americans who look first at their bellies and then at their pockets are in this sense "pure- blooded Chinese."
With European or Occidental civilisation thus defined, Japan's foreign policy becomes clear. Japan, is a leader of the East, should never aim at theOrientalisation of the world The Turk did this, and though he once succeeded, he is now "the Sick Man of the East." The Hungarian, though originally an Oriental, and hence a near relative of the Turk, did otherwise, and so be still prospers, and is growing more and more. John Hunyad, Hungary's great Ton, opposed his brother Turk in defence of European civilisation, and so saved Europe and saved his own Hungary. Hungarians were traitors to their race. but were loyal to the civilisation they newly adopted. Their was another case of the man who forsakes his father and mother, that he may enter the Kingdom of Progress Hungarians, first becoming Oc- cidentale themselves, opposed the Orientalisa- tion of Europe aimed at by Turks.
