you stated that you must act alike to all parties, The Secretary reported that the G vament it would be interesting to know what deposit Gazette of the bih utt. contained a notificalias been required from the Government as ion that Tuesday and W dnesday, February security for their monthly telegram account,

Hongkong General Chamber of Commerce,

. Hongkong 28th August, 1903. Dear Sir, The attention of the committee

several of the leading firms in this Colony to of this Chamber has been recently drawn by

the terms of your circular dated 29th ultimo, in which you intimate that the telegraph service hitherto run jointly by your respective com- panies will be discontinued as from the 1st August- and, in future, tach company will

transact its business separately.

It is scarcely necessary to point out that this step on your part is not one which senders of telegrams, and much less this Chamber, have any right, or wish, to criticise.

The circular, however, goes on to inform senders of telegrams that in future the present deposit system is to be terminated, and in its place conditions are substituted which may be summarised as follows:-

(z) The amount of the deposit is to be fixed hy the companies and to represent the average cost of one month's telegrams forwarded by both companies' lines.

also what percentage of bad debts have been made in Hongkong since establishment here The latter must be infinitesimal, and is another argument against the necessity for requiring credit. Your companies are as well placed as any mercantile house in the Colony for gaug ing the stability of your customers; there is no valid reason why credit should not be given by you instead of to you; and my committee would be the last to put any obstacles in your way in cases where it appears to you to be advisable for financial reasons to ask for cash

payment,

In reply to an inquirer you have stated that there is no Government telegraph office in the world where telegrams can be handed in with out cash payment. This fact is not denied, but the committee do not feel called upon to defend the bus ness methods of Government institu- tions. Nor can they admit the inference you wish to draw that your administrations are on the same basis as Government Departments, in Lice of the fact that you are both limited liabil

your shareholders. One of the chief reasons why you were able to obtain certain privileges as regards landing rights was in view of the benefit which commerce would be likely to enjoy through the quick transinission of news. For no other reason would you have obtained these privileges at a nominal cost, and it was not then supposed that you would take advantage in dealing with your customers of the fact of these privileges having resulted in the formation of a menopoly,

(3) The interest on the deposit is to be retained by the companies.

(4) Monthly accounts payable on demand and independently of the fixed deposits will be rendered by each company.

(5) If the above option is not complied with, telegrams mast be paid for in cash before transmission.

In conclusion I am to state that this Chamber would welcome a more generous treatment of It is with regard to these latter conditions the mercantile community of this Colony in the in the first place, barely two days' netice is advantage of all concerned, and in regard to that i am to express the views of my committee.ertain belief that it would be to the mathal

In order to fac.hate the tiscussion of the new conditions, I will refer to them in the order J. M. Beck, Esų, above mentioned :-

1. It seems strange to my committee that while you find yourselves unable to receive deposits sufficient to cover current business with both companies as formerly, you are now able to receive a deposit in the joint names of two companies. The simplification of your accounts in these matters may be very desir able to yourselves, but from a business point of view this is universally considered subsidiary to the convenience of customers. Further it does not seem right that any person wishing to de business with one company alone should be obliged to deposit his funds with both com- panies jointly,

It was explained by the chairman that a Gymkhana Club existed in the Colony some years ago, and for two or three seasons excel- lent meetings were held during the summer months At the present time, when there were more riders and the whole auspices were better, there was no reason why good sport and enter tainment should not be provided for the general community of Hongkong.

In reply to Mr. Hart Buck, the chairman explained that the gymkhanas could only be

carried out with the consent of the stewards.

On the motion of the chairman, seconded by Mr. Godfrey Master, the following rules and regulations were passed:→

1. The name of the Club shall be the "Hongkong Gymkhana Club."
