"The War,
LONDON, 24th February. Russia has sent a note to the Powers charging Japan with a violation of the laws of nations at Port Arthur and Chemulpo.
Admiral Wirennuis' squadron, including the transports, has been ordered home.
Russia and Japan.
M. Muravie, the Russian Minister of Justice, in delivering the Venezuelan judg- ment, as president of the Hague tribunal, |referred-disparagingly to Japanese preten- sions. The Japanese Minister objected to such remarks from an Arbitration Tribunal and has requested instructions from Tokio. More British Officers Attached to the Japanese Army. In addition to Lieut. Col. Sir William The incident has created great in-Nicholson and Col. James Haldane, a dozen digration ma nst the Americans and English residents in that port

BOTTLING LP PORY ARTHUR.
ATTEMPT TO BLOCK THE
HARBOUR ENTRANCE.
The four Japanese battleships, which the Russians claimed to have sunk on the 23rd at Port Arthur, are, in reality, four old ramp steamers lada with stones, bought by the Japanese for the purpose of being sunk in the harbour entrance, and thus preventing all ingrese,
It is not k own whether they went down in a position to block that port.
AT THE THEATRE,
THE DALLAS COMPANY.
Theatre-goes passed an enjoyable evening yesterday at the City Hall, when the second performance of Three Lille Malds by the Dallas Compary drew a crowded audierce. The performance was even better than on Wednesday, several members of the Company having toned down their style of delivery to a more appropriate rendering of their roles. A suggestion might yet be made with r gard to the part of M, de Orme, ably filled by Mr. Frank Cochrane, in which there is s'illanexaggeration af gesture Though the average Frenchman is, to our ideas, ayer extravagt in his gesti culations this is motil a c-sc with the cultured and better educated gentlemen of Parisian society, and the members of Republic's diplomatic service are, as a rule distinguished for the sobriety rithei attitude and correctness of department. Without diminishing the well acled fire of the amçarous Gaul, Mr. Frank Cochrane would be perfeet in his interpretation of his rdie were he to tone down his delivery somewhat and add a little mundane polish to the character he is impersonating. Tonight the curtain will rise on The French Maid, and patrons of the Company may Lok foward to another treat

The Russian note to the Powers declares that Japan's proceedings are an open viola-vr. Canada's Tai Yat, 10st. tion of the laws governing the mutual re- lations of civilised nations, and after quoting what it describes as various flagrant breaches of international law, considers it is the duty of Russia to lodge a protest to the Powers, convinced that they will agree to Russia's attitude. Russia declares, as invalid, all orders and declarations arising from Japan's illegal assumption of power in Korea.
