· life of Britain's chief naval base, and see what. steps are being taken to render her, what, she should be, not only as a stronghold in troub- lous times, but as a healthy centre of British Eastern trade and influence.
With the return of the summer a decade will have passed since the plague in all its horrors first attacked Hongkong. Right through the years that have followed its birth there have been two special commissioners who have been sent aut to exmine into the sanitary condition of the colony, and their special reports in the archives of Downing Street, are, in the words of the Paet Laurente, simply

The Public Health and Buildings Ordinance (No. 1 of 1903), which was the outcome of expert opinion as to what should be the proper form of a dwelling to meet the peculiar conditions prevailing in Hongkong, has been amended, and officials, as well as property owpera, declare that the amendment has made the last condition of things worse than the first.
