PROVES A FIASCO.
PARIS, December 17, On Monday last the subscription lists were opened for the Five per cent Chinese Railway Loan, which was described as the second great operation of the winter season. · To-day a paragraph appears in identical terms through. out the Paris press (with the exception of a few independent papers, which could not be restrained from telling the truth about the affair) stating that "the issue has been a huge success, the amount asked for having been covered more than thirty times"; but, together with many others here, who know how the issue has been "inciared " In the same manner as were the recent Russian loans, I have "my
doubt," and the napnaite of the official com. muniqué may safely be taken as the right version.
The loan, as mentioned some time ago in The Financial News, wasto the amount of 40,000,000 f. in son f. five per cent, bonds, the proceeds of which will go to construct the Shanai railway, As a matter of fact, the French Investor has. The Russo Chinese Bank and the Banque de Paris have, at any rate, a gond margin in which to carry out their scheme, They have taken over the bonds—so it is said -at 4oof, and at the price of issus there is a clear margin of Bohf. per bond- sum which will more than cover the trouble and the expense until they succeed in placing their new Chinese securities on the markets. A good deal might be said about the prospectus of the issue. A critical perusal would certainly have shown the would-be investor, in the first place, that the capital of 40,000,000. even if fully subscribed, would not suffice to build the projected railway. The prospeelus does not contain any mention of the time the works will take to construct; whilst experts calculate that nearly ten years must elapse before the first engine can draw a rain over the track. During that time the interest service will have absorbed nearly 50 per cent, of the capital!
The quotation list of the bourse is being thoroughly overhauled, and several shares of companies of which reliable particulars are not available, have been struck out of the cash market list. Amongst there shares are those of the Transvaal Gold Mining Company. At the beginning of the year a further scrutiny of the list will be made.---Flannel-1 News,
