It is stated in St. Petersburg that Russia's reply to Japan, which has been drafted and approved, courteously but firmly insists that whatever commercial concessions are grant ed, Manchuria must remain amenable 10 Russian influence, politically and strategi- cally.

Peking, 14th January, Viceroy Alexieff has wired to the Chinese Government, asking them to establish an office at Moukden; manned by:Rússian and Chinese officials, in view of opening the mines, railways and other industries i Manchuria to the powers.

A column of troops is now being conveyed from European_Russia to Manchuria. Viceroy Ching has been ordered to appoint capable persons to the Government offices without guing through the usual examination.

The Tempe states that Count Lamsdorff' and Mr. Delcasse are much astonished that they have been credited with the intention to intervene.

The German Press expresses the hope that Russia will accent the-japanese demands. The Tsar, in a telegram replying to Viceroy Alexieff's congratulations, invoked God that he may send peace and welfare in the new year. This telegram has improved the con- fidence in Port Arthur that the conflict has been solved amicably.

THE RACE MEETING.

So fung as this question remains unsolved, it is impossible to say in what degree the situation is critical. The Asahi points out that there are
