The Chik Pao states:-Viceroy Yuan Shi-kái ̧ has received a despatch from the Throne to the effect that the Chinese Engineering and Mining Company as originally established was formed with Chinese capital, and the Kaiping mines were a source of revenue to the Chinese government. The sale of this property by Chang Yen-mao was therefore illegal, and he has been many times ordered to recover the mines and restore the revenue to the Govern- ment without delay.
