The War Cloud.

Reuter's Tokio Agency wires' that an ex traordinary meeting of the Japanese Privy Council has approved of the issue of Emmer- gency Ordnance; the Council purposes ex pediting work on the Seoul-Fusan railway and providing possible military expenses for the protection of the railway and other interests.

AN AMERICAN AMUCK.

THE DRINK FRENZY Immense excitement was created in Welling. ton Street last night by an American citizen, who, having drunk himself into a state of furious frenzy, was rushing about, armed with a bowie knife, with the evident intention of slaying whosoever crossed his path. His run a-muck started in Jervois Street, in which thoroughfare he succeeded in stabbing a passing Chinaman in the arm. Turning into Wellington Street, he rushed into a boot-store and attacked one of the workmen, Wong Shing by name. The Celestial attempted to ward off the blow by raising his hand, but the keen weapon cut off one of his fingers and pene- trated the right side of the neck, and an ugly wound was inflicted. Maddened at the sight of the blood, which stained his hand and dripped from his weapon, Shellen now rashed

In sentencing the prisoner to two months' gaol the Magistrate tem rked that it was fortunate for the accused that the injuries he had inflict-

ed were of a slight nature.

CANTON, NOTES.

Canton, 29th December. FIRES IN CANTON, Canton has had several bad fires lately. Last week a fire burned upwards of filly houses in the east part of the city.. The Wesleyan Mis- sions at Tsang Sha had a narrow escape. For a white it seemed certain that they must be

burned. The fire, however, was stopped within

a few doors of the mission buildings. In this fire four or five persons were burned. One fireman was injured and died.

On Sunday afternoon another fired occurred near Ng Sin Mun. This time the Baptist Mission buildings were in danger. Here too the fire burned a large number of houses.

The long spell of dry weather with the north wind and bright sunshine has dried everything and fires are very easily started. Fortunately the fires have occurred when there was com- paratively little wind. Otherwise the damage done would have been very much greater.

A MINT FOR KWANGSI.

A launch with a lighter from the Hongkong and Kowloon Wharf and Godown Co. brought a lot of machinery for n mint to Cantong last week. This machinery has been landed on Honam and will sometime it is expected find its way to Kwangsi. The machinery is in- tended for a mint for the province of Kwangsi There is a large quantity of it. Upwards of 100 tons have already arrived and still there is more to follow. I have not ascertained whe has ordered the machinery. Perhaps the Viceroy thinks this would be a good way to quiet the province. But since there is a scarcity of money surely the Canton mint could turn aut enough cala for both provinces. However, the thing is here. When it will get to Kwangsi or be set up and working is another thing.

The Colony itself is warned of approaching -typhoons by means of the Typhoon Gun placed

at the food of the mast, which is fired whenever a strong gale of wind is expected to blow here. SPECIAL INQUIRIES,

Masters of vessels or their agents may, whenever necessary, call at the Telegraph Company's Office in Connaught Road and send telegrams to the Observatory asking for special information without charge. Such inquiries may also be sent from the Police Station at Kowloon Point which is connected with the Observatory by telephone.

Optional Cargo will be forwarded unless notice to the contrary be given before".TO- DAY.

Any Cargo impeding her discharge will be landed into the Godowns of the Hongkong and Kowloon Wharf and Godown Co., Limited, and stored at Consignees' risk and expense.

No Claims will be admitted after the Goods have left the Godowns, and all Goods remaining undelivered after the 5th January, 1904, will be subject to rent.

All broken, chafed and damaged Goods are to be left in the Godawns, where they will be examined on the 5th January, 1904, at 3 P.M.

Consignees of Cargo by the above-named 'vessel are hereby informed that their Goods are being landed and placed at their risk in the Hongkong and Kowloon Wharf and Godown Company's Godowns at Kowloon, where each consignment will be sorted out Mark by Mark,. and delivery can be obtained as soon as the Goods are landed.

Optional Goods will be landed here unless instructions are given to the contrary before IBM., TO-DAY,

Goods not cleared by the 6th January, at 4 P.M., will be subject to rent.

No Fire Insurance will be effected by me in any case whatever.

Damaged Packages must be left in the Godowns for examination by the Consignee's and the Company's representative at an ap pointed hour.

All claims must be presented within ten days of the steamer's arrival here after which dato they cannot be recognised.

No claims will be admitted after the Goods have left the Godowns.
