If the advent of the Siberian Railway has been productive so far chiefly of disturbance, let us anticipate a time when that magnificent highway will be used merchandise rather than for the transport bf for the purpose of carrying commodities and troops and stores. (Applause.) The progress. which has been made with the railway con Cessions throughout China is a matter of first importance to the country, and we can but regret that our share in these railway conces sions is so moderate as compared with the State-aided projects of other Power. This is a matler, how.. ever, which I will leave to your president of a future generation to deal with.
