Mr. Rumjaha observed that the houses he referred to were built 20 or 12 years ago and belonged to the West Point Building Co., Ltd., they were all provided with chimneys or smol e flues. He had had notices served upon him in respect of new houses which were not yet occupied. Sanitary inspectors know nothing about buildings.

Mr. Heweit said it was satisfactory to know that these notices had been withdrawn. The reply given by the Vice-President was like drawing a red herring across the path. The point the Board should consider was that their inspectors, by their own showing, were not qualified to interpret the Act. The Board had to carry out a most extreme and rigorous aan a very difficult task in helping the Government lary measure, and every possible consideration should be paid to land owners and property owrers. Blake, the retiring Governor. of Hongkong, has addressed a letter to The Times in reply to the strictures made by Mr Alleyne Ireland in one of his letters dealing with administration in the Tropics, which have appeared in that journal. It may he recalled that Mr. Ireland criticised the official element of the colony, and also said a good deal on the want of proper sanitary measures and water supply. Sir Henry Inke naturally defends his cliss from the charges, whilst he gives figures which, in the aggregate, total a considerable. sum as the amounts expended in water supply an sanitation. No one denies that much has been done, but with the persistent hold that the plague maintains, expert reports and outside criticism have called for more the more that has not been done. The prisoners were armed with re. volvers and threatened the occupants of the boat. The crew were ordered below and, on refusing, one of them was struck on the head with the

butt end of a revolver and stunned. Other acts of violence were committed, and the men, who had blackened their faces, stole $50 and 19 pieces of clothing and a variety of other articles from the boat.

Among the witnesses called was Inspector Robinson, in charge of the Saukiwan district, who deposed that on the 6th clt, he arrested the prisoners and found two revolvers and a chopper in a cubicle where the men were. He also
