Russia may be enamoured of that fascinating THE P. & O. S. N. Co.'s Steamship
country, it is not likely that he will wish to cut himself off from Western civilisation, and if he is located in a good-sized town he will soon begin to look around to see what facilities he has for obtaining foreign newspapers. Some he may find in a cafe, others in an hotel, but if he wants them for his private reading le may not improbably discover a kiosque, where French, German, and even English papers are on sale. A little experience, however, will teach him that he cannot rely upon this source, for the supply will be irregular, and, worse still, the papers will have passed through the hands of that jually dreaded individual, the Russian censor, Morning after morning, the unhappy foreigner may find that as many as six columns have been snipped away by the scissors of that implacable official, and often this will be the foreign news, in which he is, naturally, most interested. And especially will the censor be careful in obliterating telegrams and articles relating to the internal affairs of Russia, unless by any chance there is a statement to the effect that nothing could be happier or better governed than the land of the Tsar, and that all reports to the contrary are inventions of the Evil One.
As the news about Russia in the journals of other countries is often inconsiderable in quanti- ty, the censor will not always use his scissors, but will content himself with blotting out the offending passages with printers' ink, and as sand is used to dry this, a reader can generally guess to what extent the censor has been at work by the amount of sand that comes tumb ling out from between the leaves as soon as he opens the paper. And unluckily there is no
way of removing the obnoxious patch of black,
which may sometimes cover as much as a column and a half. None the less, the ingen- ious Slav has succeeded in outwitting even the censor, and it is not an uncommon thing in Petersburg society to be shown an album filled

Many of the things are blotted out for ridiculous reasons. Thus, for instance, some time ago, some of the English residents in Riga, had their curiosity excited, by observing that weak after week advertisement was obliterated in the same place in a certain Lon- don newspaper. One of them at last wrote for the slip, when it turned out that it was an THE Steamship. advertisement of some one's pills, made up of 2 picture of the Tsar and a statement under- neath to the effect that he took gook care never to be without them. It was this that the censor blotted out each day with such zeal. Sometimes, too, that official simply obliterates a thing to show that he is awake and on the watch. A well-known French writer having published an article on Russia in a well-known French review went, about the date of issue, to call on certain high functionaries at Petersburg, who overwhelmed him with congratulations for his temperate criticism. What then was his astonishment at discovering that every.copy of the review that was supplied to the public in the ordinary way was minus his article, which had been clean excised. The censor, when asked to explain, said that the article contained nothing objectionable, but that he could not pass it all, and so he thought it best to cut out. the whole of it.
Foreign books are also subjected to another censor, and as the various censors do not wark together it may happen that what is forbidden in the original is allowed in a translation. Thus, for instance, Zola's famous novel "Nana" was prohibited by the official whose business it was to look after books that were being im ported into Russia, whereas another censor allowed it to appear in a translation in i news paper, under the form of a feuilleton. As for the books in the circulating libraries, they are mutilated beyond description if they are books on Russia by foreign writers. Hall-pages have vanished; several consecutive pages are Got there The indignant reader, with his Western-notions, feels inclined at first to race off to the librarian and denounce his Russian readers as barbarians, who revel in destruc tion; but that mild-eyed, melancholy per- sonage knows the true cause well enough, and is too discreet to alter the least complaint.— Ex.
