TWO MEN ARRESTED.

porary, has been refuted by a Chinese official telegram from Kwangsi received at Shanghai, slating that Kweilin is still held by a strong 'force of Government troops and the cause of the report of the capture of that city by rebels may have been due to the sudden appearance of a body of rebels in the vicinity of Kweilin on the 22nd instant, coming from Liuchoufu, a city about sixty miles form Kweil'n. Upon the appearance of the rebels who aided some villages the inhabitants became panic-stricken and scattered to the four points of the compass spreading featful rumours as they want. It is therefore reasonable to think, says the N. C. D. Nenus, that these panic-stricken people could easily have magnified the raid of the rebels into the capture of Kweilin itself. In the meantime a telegram from Nanning, Kwangsi povince, states that H.E Ko Feng-shih, Governor-designate of the province, is expected to reach that city in a couple of days travelling overland from Uusan.
THE Universal Gazette has published an energetic protest on behalf of the whole people of Chibikiang against the illegal selling of the Chihkiang railway and mining rights to the It alians. Two men, one a Taotai, and the other. a gentleman of means are alleged to have com- mitted this act of betraying Chihklang to a foreign Power. The protest asserts that 1. The Taotal in question is a common enemy to all the natives of Chibklang, 2. He must be supported in such action either by the Gov ernment, Viceroy, Governor, Provincial Treasurer, or Provincial Judge, 3. If not, upon what does he rely to justi y "h ́mself? We are ashamed he is a native of Chikkiang. We will tear off his skin and eat his flesh. 4. Being an aristocrat, what can he do to avoid going. against public opinion, the rights and interests of the Government, and the benefits of Society? 5 His action may perhaps lead to partition of his property and his becoming a slave.. 6
Chief Detective Inspector Haason said that at 1.30 p.m. on the 2nd inst., he arrested Tsang Shang in Lower Albert Road, outside the Dairy Far office, and took him to the Central Police Station, He told him the charge and cautioned him, and defendant denied the charge.
Lo Cheung, a Chinese detective, deposed that on the evening of the 2nd inst., at about 11.30 he proceeded to No. 8, Amoy Lane, in company with Detective Hanson, and a Euro pean sergeant. They proceeded to the second floor and saw eight men. Tsang Tim Kwai was not there, and they started to return. On descending the stairs they met Tsang Tim Kwai, and arrested him and proceeded upstairs again. The native detective then asked de- fendant whether his name was Tsang Tim Kwai, but defendant said it was not. The detec live thereupon inquired of the eight men, and three or four of them said that the name be just mentioned was right. The man was taken to the station and charged...
