The regular agreement between the (Chinese authorities and the French Mission.expired more than eighteen months ago, since which time M. Doyère and his staff have been remain. ing on sufferance. They have tried, with the best assistance of their Government to get the agreement renewed, but so far without success. The Chinese objection is to M. Doyère GREAT personally and his methods. It is asserted that he has systematically declined to recognise, and has even defled, the native authority, doing
everything on his own responsibility, and never informing the Chinese of what he was doing.

vate institution, taking orders for commercial and other vessels, mainly for French account, without even notifying having done so until long after the event. The late Chinese official Chên, became a mere toal in M. Doyère's hands, and has been de graded and cashiered. Matters culminated when M. Dovère, without authority or even notification of his intention, concluded a contract with a French firm to build two, or possibly three, steamers for the Yangtze trade, under conditions which the Chinese would never have accepted, quite apart from their strong objection to the use of the Arsenal for other than Government work. Not only has the contract been made at a price that cannot pay, but the authorities feel that this competition with private establishment is sure to be objected to, and may lead to interna- tional friction. Mr. Chen's dismissal was largely due to his being persuaded by M. Dayère to put his seal to this contract without consulting his superiors.
The case of the steamer Pierre et Paul is another grievance against M. Doyère. The French owner for whom she was built was unable to pay the instalments when due, and the arsenal retained her. By and by without any reference to the Chinese, M. Doyère chartered her to the person who had originally ordered her, and she was sent up to the Peito. The successor appointed to Mr. Chén was Mr. Wei Han, an official of high. rank who is also a distínguished Naval Architect and Engineer, having studied for several years at the Polytechnic in Paris, and in London. He was in charge of the Arsenal In the interval between M. Giquel's Mission and M. Dovère's arrival and built, feveral Berviceable vensals. M. Doyère has steadily ignored. Mr. Wei Han, notwithstanding the Tartar General's official notification of his appointment. The Chinese assert that they can get no accounts from M. Doyère showing their liabilities, or the disposition of the 'large sums that have been appropriated to the Arsenal. They have submitted all those facts to the French Minister at Peking and the Government at Paris, asking for H. Boyère's recall, and for the appointment of a commission of inquiry into the financial condi- tion of the Arsenal. They bave no objection to M. Doyère's nationality, as they have asked that he may be replaced by the next senior member of his staff, M. Albert Bertrand, who is a member of the same service as his chief. If this is done, they are prepared to renew the agreement with the French Mission, as the French Government has been urging them to đó. M. Doyère, it appears, met this request for M. Bertrand by suspending the latter and ordering him to retu1n to France by the first French mail steamer.
What is reported as a very high-handed action on the part of M. Daydre in dealing with the Tartar Gooeral resulted in the Arsenal be ing closed altogether, to the great loss of the native workmen. The Chinese have promised to reopen it
