BRITISH REINFORCEMENTS FOR

THE CHINA STAZION.

In an editorial, we commented upon the despatch, by the Admiralty, of the cruiser Europa to our fleet in Chinese waters, and reliable information now reaches us concern ing the extra battleship, to be taken from the Mediterranean squadron, which will constitute another unit in our Far Eastern defences. The names of the battleship at present on the Mediterranean list are as follows:-The Casar, Formidable, Illus trious, Implacable, Irresistable, Renown, Russel and the Venerable. One of these will shortly be on her way out here and we have serious reasons for believing that the most likely two, from which choice will be made, are the Russel and the Renown. The first of these has been newly commissioned and is of the latest class, while the Renown is somewhat less up to 'date, though still a comparatively new ship. She was the flag ship in the Mediterranean when Sir John Fisher was Commander-in-Chief on the Station there, and we are inclined to think

RUSSIAN TRADE AND INDUSTRY.

Reuter's announcement that a special commission under the presidency of the Tsar has been formed at St. Petersburg to consider affairs in the Far East and to dis cuss financial proposals and measures for the development of trade and industry, is evident

y a result of the meeting of representatives of the Russian railway companies and Bourse committee which, towards the close of last year, was entrusted with the task of drawing up the tariff of rates for the direct carriage of goods between Russia and China. The most divergent views were expressed by mem bers of the committees during a preliminary debate on the position and possibilities of Russian trade in the Far East, and several of the representatives gave it as their opinion that it was hopeless for Russia to strive against England, Germany and America on the Chi nese markets without some strong artificial sup. port such as would be given by export bounties. On the other hand, it was argued that a great demand existed for European goods in the Far East, and the considerable number of Russians living along the Manchurian Rail- way would constitute a natural market for Russian wares. All that was needed was to make the railway rates so low that the Russian exporter could send his goods more cheaply overland than his foreign competitors by sea, while the Manchurian railway could, moreover, assist Russian trade by providing warehouses, by granting loans and by other means. The members, however, were agreed that it was time for the country to exert herself if she intended to compete

for the Far Eastern trade with the Western nations.
