Anglia to the new arrival, and the Colonia started to fill in the third- gap by steaming-at the rate of nine knots an hour to the Midway Islands. The trip to this point was made with but one interruption in spite of the great depths traversed, and the cable was safely landed June 19. Here the same manoeuvre that was made at Guam was repeated, the cable ship Anglia. had arrived ahead, and the cable laying staff was quickly transferred to her and a start made to fill in the-last-gap-between-Midway-and- Honolulu. On the arrival of Anglia at the latter point on July 4 the entire line was com pleted and the laying of the first American trans-Pacific cabl: became a instter of history.
An interesting incident of the completion of the cable was the sending of a message from President Roosevelt around the world. The route followed by the message was from Oyster Bay, the summer home of the President, to San Francisco by the Innd lines of the Postal Tele- graph Company; thence 'by the Commercial Pacific Cables to Honolulu, to Midway, to Guam and to Manila. From Manila to Hong- The recent completion of the all-Americanopy the cable used was the one cut by Admiral cable across the Pacific Ocean, connecting was to Saign, to Singapore, to Penang, to Dewey in 1893. The project of an American trans-Pacific cable has been before the public, and es
pecially before Congress, for nearly a decade. Many bills were introduced, some providing for Government ownership and others favouring the construction of the cable by private capital The Spanish war and the acquisition of the 7hilippines by the United States brought the matter up once more in a way that rendered some definite action imperative, and on Febrù. nry 10, 1819, President McKinley addressed a message to Congress urging the establishment of telegraphic communication with the Philip pines via Hawaii and Guan. At that time the United States Government was paying at the rate of $400,000 per year for its cable messages to the Philippines, and was using a route that was 14,000 miles long. Following is the course of nanessage froni -Washington to Manila: To New York by find. to Canso, to Fayal in the Azores to Lisbon, to Gibraltar, to Malta and to Alexandria by cable; to Suez by land; to Adet, and thence to Bombay by cable; to Madras by land; to Singapore, in Saigon in Cochin China, and to Hongkong by cable thente by cable to Manila-fifteen separate transmissions in all,

When the Senate fivoured a private company the House of Ren'atives favoured Governmentowner ship, and vice versa. The dehates continue! for nearly two years after the message of Pre- sident McKinley, and were only ended by the off of the late John W. Mackay to lay the cable without subsidy or guarantee and purely as a private business enterprise. There still- renaived a considerable sentiment in favour of Gav riment ownership, but the bill embodying that project having been defeated by a decisive majority, the way was clearly for the formation of the company to carry out Mr. Mackay's plans. This was styled the Commercial Pacific Cable Company, and was incorporated under the laws of the State of New York September
