"India was isolated by land and Sea'j Russia's march towards the south and east had hardly began; her utmost borders were separated by hundreds of miles from North. eastern Persia and Afghanistan, and by a vast territory, the Amur region, from the sea of Japan. Her dominion in Asia was limited to the isolated waste of Siberia. France had not yet begun to establish her Indo-Chinese Em- pire, Germany was still a loose confederation, hardly dreaming of interest in Asia or of world-1 power. What a political transformation has Asia undergone since then! Now, in the words of Lord Corzon, we are "having a Euro- `pean situation re-created in Asin with the same figures on the stage; the great European Powers are becoming the great Asiatic Powers," The Asiatic problems have, as Mr. Colquhoun puts it, become "inextricably interwoven, and are complicated with European policies. The stupendous feature of the 'transformation, as he views it is the growth of Russia. It is one of the wonderful things in history, "Buffer States," remarks the Quarterly contributor, "are be coming more and more rare in every part of the NEW STOCK globe, and must eventually disappear entirely before the ambitious expansion of great Pow-to ers.". Several of them, he illustrates, have dis- appeared before the ambitious expansion of Russia in Asia. The conquering frontier of Russia's expansion is usually marked by a ferocious thoroughness, but the customs and religion of the subdued peoples are not, after- wards interfered with.. Mr. Colquhoun, lays much stress on the mpid extension of railways as an important factor in the Ariatic situation.

big wars, Russin gets her way steadily in Asia, Mr. Colquhoun.compares her to "a huge octo- pus, whose arms stretch out across Asia to the Pacific, to the heart of China, tó Afghanistan. and (tentatively) across Persia to the Indian Ocean From Baltic to Pacific, from the Arclic regions to torrid Persin-such is the extent of her territory, which comprises one-sixth of the land surface of the globe, all, it must be re membered, contiguous, and containing the greatest variety of maces and languages, which make up one-fourteenth of the population of the world." In view of all this Asiatic expansion, Mr. Colquhoun brings up the question whether. the Russian Empire can hold together unless the political and social condition of the Russian nation proper also undergoes a transformation. Centralisation and bureaucracy in government have already fostered a dangerous socialism. Mr. Colquhoun does not think that "the policy of dragooning an Empire-of governing with the mailed fist alone, by means of an official horde whose demands become greater every year can long withstand the shock of contact with civilising tendencies."
