THE KWANGSI REBELLION.

Every one, believes that Viceroy. Tsen will be able to suppress the Kwangsi rebellion at an early date, the Sin Wan Pao remarks, but we do not think so. Immediate success can- not be considered a good result unless there

will be no danger of being defeated afterwards. Wang Chih-chun had memorialized the Throne n of his success which was, afterwards proved to be only a temporary one, so that early success does not always continue. Since Marshal Su has been unable to suppress the rebellion, a

| great many more rebels arose in nearly every village; andin nearly every home there were rebels. Many have come to the conclusion that severe punishment should be meted to the rebols, and even Viceroy Tsen approves of this. Thousands of rebels had been put to death when ex-Governor Wang and Marshal Su were holding their seals, and still there are many of them. It is impossible to punish all the rebels. For the present if one soldier is. required to fight against one rebel, there will be not enough men to do this work; and so it was found that if one soldier be strong enough to stand against ten rebels then a wholesale suppression can be effected. We had heard that the soldiers under command of the Viceroy were defeated on many occasions. With regard to the way of advising the rebels to surrender. one man cannot undertake this task and do it with an early success. It must require time before any good result can be obtained. As the trouble in Kwangsi is so serious, every one understands that it will be impossible to restare peace in a short time. We consider that it is a mistake for Viceroy Tsen to carry out his military work too far. As the troops of other provinces are not familiar with the geographical position of Kwangsi, they will find their work pretty hard. If some of their countrymen were defeated, the rest would not be daring enough to go to the front. News have been received recently that the troops are not meeting with success but, on the contrary, defeat. If this continues to be so and is proved to be a fact, we are afraid that Viceroy T'sen will be clawed. It will be of no use to take the whole force of A country to suppress the rebels of one province. We hope the authorities will not seek for an immediate success of the work, and we still hope that those who blame the Viceroy will understand that this task is not an easy one. Shanghai Mercury.
