HONGKONG OPIUM EARM.
THE ALLOTMENT,
Pending the decision of (3rd inst.) the Execu- Live Council, with which the allotment of the new opium farm rested, we remained perfectly reticent with regard to the tenders for the new monopoly for the sole privilege of boiling and preparing and dealing in the drug in Hongkong and exporting p epared opium therefrom. A meeting of the Executive Council was held to-day, and the fifteen tenders, particulars of which we give below, then came under con sideration. We learn that the present farmer has been allotted the monopoly for the ensuing term of three years at the inonthly rental of $185,cro, or nearly treble the present value of the farm. Until to-morrow we shall not be able to give official confirmation of the news we have succeeded in gathering to-day. Following is a list, as-furnished to a member of our staff, of the names of the tenderers with respective amounts offered by them for the lease:

ALLEGED ATTEMPTED MURDER.
STRANGE AFFAIR AT THE PEAK,
Cart Vincenz, a planter, who arrived here. with his servant on Tue day morning from Penang, per the Imperial German mail steamer Zielen, and who resid d at the Hongkong Hotel for a day or so, was charged at the Magistracy on Friday with feloniously and wilfully, and of his, malice aforethought, did shoot and wound Ng Kam, a public chair coolie, at the leak yesterday afternoon. It is alleged that Vincenz hired a chair and proceeded to the dagstaff, and when nearing Mountain Lodge," on his return journey took out a revolver and fired two shots at the coolie carrying the front of his chair. One shot pierced the man's arm, and the other penetrated his ribs. The coolie instantly fell, throwing Vincenz pul of the cha'r. The other coolic bolted, and probably reported the matter al the station, for ere long a European con stable came up, and had Vincent arrested, and the injured coolie conveyed to the Hospi tal. When asked why he shot the man the defendant replied, "I do not know." Fortwo hours after the affair, no chair coolies, nor chairs, could be seen or obtained in that vicinity! Inspector Robertson managed to get the coolies to work again. The defendant admitted the charge but the case was adjourned until Friday, th inst., in order that the injured

At the Magistracy on Thursday before Mr. T. Sercombe Smith, the master of the $.S Nordkyn was fined $50 for neglecting to

The master stated that he did not know he hid the car- tridges on board, and even if he knew, as they were sporting cartridges, he did not think they were dangers and necessitated the hoisting of the red flag. Mr. Sercombe Smith said:- There are two regulations published in the Go- vernment Guzotron the 18th June, 1891. Regu. lation z says, that every ship having on board asy dangerous gonds shall, whilst in the waters of the Colony, heist a red flag. Regulation 3 stales, that any ship having on board dangerous goods shall anchor at such place in the harbour as the Harbour Master shall point out. I particularly wish to point out that section 2 of Ordinance zo of 1952 does seem to include all kinds of cartridges in the term "cartridges" It speaks of fuses and especially exempts safety fuses," and if the Ordinance had intended to exempt "safely Cartridges" it would have used the same ex pression as it uses in regard to fuses. It uses the
generic term "cartridges," which includes all' kinds of cartridges, and I shall put that cons truction upon this Ordinance until I ani over- ruled by a higher court.

We are informed that while a party of soldiers was turning from a swimming picnic on Tuesday afternoon, Gunner Leary, of the Royal Garrison Artillery, fell overboard.
