The Empress Dowager has endeavoured to stup gossip by the issue of a popular leader refusing any honorific characters on the occa.. sion of her birthday, as the selection of two more to add to the sixteen she already possesses was under discussion. Each character repre sents an annual income of Tls. 360,000, the edict therefore saves officials Tis. 720,000 £ year; but it does more, it turns public opinion which had been boiling over with indignation back into the grove of thinking the Empress Dowager is not such a bad sort after all. It will be seen at once that such an offer, though it has only been unofficially notified, will set every man spying on his neighbour, afford boundless opportunity for personal animosity and jealousy to have full play, and for bribery and extortion to reap a rich harvest, and it is to be feared a very great number of unjust arrests will be made. Mea while the luckless first graduate at the recent exams, Liang Tze-yi, who is accused, or at least suspected, of being a Wel connection of Leang Chi-chow, the Kang party journalist who had a paper in Japan, is in prison and has already lost all his scholarly mank.
