THE SILVER COMMISSION.
A Berlin wire states that the proposals put forward by the American and Mexican Dele- gates for the settlement of the China Currency' Question are to the fllowing effect:-First, the establ shment of a national Chinese silver

In order to achieve this object it would appear to be imperative that the coinage of the new silver currency should not be let out of the hands of the Government and that at the outset of the reform the Chinese Government should adopt all those measures which would enable it to exercise an influence upon foreign rates of exchange.
