TYPHOONS, AND RUBBISH DISPOSAL

Hewett drew attention to the state of the Praya

As reported in our issue last evening Mr.

Jast Saturday, in consequence of the rubbish placed there early in the morning not having been removed by the contractor.

Dr. Pearse said that the reason the rabbish.. was not taken away on the morning of the 8th inst, was because the dust boats did not come to the stations on account of the typhoon signal being hoisted. It had often happened that during bad weather the rubbish was not

cumulations of rubbish. The only way to prevent them would be to erect refuse-des- tructors in Victoria an I. Kowlson capable of dealing with all rubbish. However, in- structions had been issued to the contractor and the district inspector that in future, in the event of bad weather, the dust-carts on arriving at the stations and finding that the boats had not arrived at the whaives must be sent to the extreme east and west of the town, and the refuse dumped. There would always be an accumulation somewhere. It was not the. custom of the Board's inspectors to repor these matters to the P.C.M.Q.; Inspector Grice; duly reported the "malter to him (Dr. Pearse). THE authorities at Shanghai are not sparing in their punishment of burglars. The other day a notorious burglar was brought up on several charges of burglariously breaking and entering into various houses at different dates between the 31st ultimo and the 4th inst and stealing therefrom articles altogether valued at $320. A further charge of returning from deportation was also made against him. Another native was brought up in company with the above prisoner on a' charge of being concerned with him attempting to commit felony at No 386 | Broadway at 12 noon on the 6th instant, and also returning from deportation. The first i prisoner was sentenced to receive goo blows, 2 months' cangue, then goo more blows, to be followed by 3 months' imprisonment, 200 blows or release and finally re-deportation. The second culprit was to suffer 200 blows, one month's cangue, too blows on release and then re-deportation,

Mr. Howatt then pointed out that to his certain knowledge two very large heaps of rubbish, one fifty feet long, were deposited." some time early on Saturday morning on the Praya, and remained there till sundown. When they were removed he did not know; all he knew was that the first junk which got alongside did so at 4.30 p.m., and at 5.30 pm, when he was on the Fraya, a small portion of the rubbish had been removed. It might be pleaded by the responsible contractor that a possible typhoon prevented the junks from getting there sooner, but if any one could give an accurate weather forecast it was the master of a Chinese junk, and from the aspect of the weather on Friday afternoon or evening it was most improbable that a typhoon would visit the Colony. Between eight and eleven o'clock all the small sampans returned to their places in the harbour and if they could do so surely the big sailing junks might have been back in time. Anyway, they should have returned earlier than half-past four, and if they could not do that the contractor ought to have sent a THE following, ilem from Shanghai Sport and launch to bring them in.
