The following article from a home journal will be rond with interest;—
The report of the Commission appointed to investigate the recent fatal riots in Trinidad has not yet been issued; but the evidence given sufficiently shows that the evils of which this explosion was the ultimate result are not superficial, but rather the immediate fruit of Crown Colony government. It would be un- just to charge the Trinidad officials with deli berate tyranny. But the lack of tact and firm- ness so lamentably evident on the day of the riot is only a sample of the weakness which has been consistently displayed in the goyern- ment of a poor, ignorant, and excitable popu Lution. The Governor persisted in attempting to pass an Ordinance to which the entire popu lation, with the exception of the official classes, was opposed, and the Press of the island un-. animously hostile. He increased unnecessarily the suspicion of the populace by an order of doubtful legality, excluding the public from the Council Chamber. He ignored the represen tations of responsible persons like the Arch. bishop of Port of Spain, who urged the with. drawal of the obnoxious Ordinance.

itself. A charge with batons would almost certainly have dispersed the crowds before the Red House. But the police fired up the streets in a panic, killing and wounding persons in no way connected with the disturbances. But for the ammunition stored in the Red House (which can hardly be regarded as other than a proof of the resolution of the Government to force through the Ordin- ance at all costs) it is probable that the fire there would never have broken out. The whole incident shows an insolent indifference to
· public opinion on the part of the higher officials, aggravated by subordinates at once high handed and incapable.

scheme. Yet it must be admitted that the curious incapacity evinced by the authorities was in itself quite sufficient to excite the suspi cion of the people. More than thirty years ago a report was presented by an expert urging the purification of the existing supply at Moraval, and the construction of werks in the Morica to increase it. Nothing whatever was done. A Committee, which sat in 1882, made the incredi- bly strange suggestion that the bores of the pipes should be reduced in size to diminish waste. It is needless to observe that the result of this was to aggravate the evil which it was intended to remedy, as in consequence of the inadequate force of water people left their taps running all night in order to fill their baths. A further report in 1890 advocated the construction of a storage reservoir, and again urged the purifica. tion of the Maraval supply. When this scheme "was rejected 'as too costly (the estimate was £105,000) a second was suggested, which would have reduced the cost to £18,000. Still, how over, nothing was done. who recommended the construction of works at Deigo Martin, the sinking of wells at St. Clair, and once again insisted on the necessity of filtering the Maraval supply, now much diminished by the inaction and carelessness of the Government. It is a modification of this scheme which has been adopted. The cost is estimated at £100,000. But just when it was understood to be completed, and it was pro- posed substantially to raise the water rate, the most rigorous precautions were suddenly en- forced against waste. Houses in which fever patients lay had their supply stopped. Whole yards where a single tap was found running were deprived of water. Pipes were cut without any reason being assigned. It was declared to be a waste of water to flush the streets. Was it any wonder that the people, knowing that the Goverment waterworks at San Fernando had proved a complete failure, should be sceptical of the real success of the. new waterworks, and regard this action as a confession of failure?

But it is not only in this matter of the water supply that the Government of Trinidad has shown itself wholly out of accord with the people. The fact is, there is too much govern. ment in this as in other Crown colonies. Since the suppression of the borough council some time ago, the people have had no real means. of making their wishes known. The unofficial members of the Legislative, Council have no Influence, and their prolests in this case have been dismissed as "wild cackle." On the other hand, what the number of officials re- quired to govern this small island is may be judged by the fact that the revenue of £650,000 costs £25,000 to collect. The, people are already taxed so heavily to sup port this bloated civil list that they may be excused resenting on Ordinance which gave the Water Board, an arbitrary and irresponsible body, power to levy a mate increased by at- least 5. for all. Of the Customs revenue £360,000 in derived from taxes"
