A SIBERIAN MINE OF WEALTH.

In his books, entitled Asiatic Rusia, Mr. G. F. Wright has collected a perfect nine of in- formation encerning the vast subject with which he has undertaken to deal. In his in- troductory pages he notes the fact that Russia's advance into Northern Asia is "the reversal of the ancient order of events." From the carliest periods of history down to the seven. teenth century the movements of population in this region had followed the setting sun. Thenceforward the tide began to turn, Russia had checked the inroal of the Maggals to the West, and then began the counter-march east. wards which was not to end until well-nigh half of sia came under Muscovite rule, and a Tartar civilization had given place to bat of no Aryan race. Where that invasion will end is the secret of the gods, and with that vast field of possibilities Mr. Wright is not con- C'ernest It is with the past and with the future, with the Russian advance as far as it has yet gone, that these volumes are concerned.

The first volume is devoted to an exhaustive Survey of the physical geography of Asiatic Russia and to an historical account ofthe con quest of Siberian It is in the sercad volume that one fiuls matter of the most interest to the general reader. In the chapter which deals with the whole subject of Russian colonization Mr. Wright describes minutely the village com- mune, the Siberian hams, the methods of farm- ing, the mines, and other features of Russian Asiatic life. The RussiFration of Asia by means of iminigration and colonization is going on, at the present tine. by leaps and bounds. At the beginning of the nineteenth century the number of Russian colonists in Siberia was estimated at 500,000, whereas the census of 1897 gave it as 5,200,000, and three years later the Governor of Western Siberia estimated it at 6,0,000. Immigration is now going on at the rate of at least 220.0 o persons a year.

are built for their temporary accommodation, together with hospitals and kitchens, the hospitals being supplied with voluntary nurses," The railway travelling is rough, but by no means uncomfortable, sud at every station there is always a lentiful supply of hot water, free of cost, for the making of tea and soup. The Government grants forly acres of land in each male colonist, and advances at once and without interest thirty roubles to each family that needs it, and a hen red more if it is deserved. These suns have to be repaid with- in ten years, but collection is not pressed for if the conditions have proved unfavourable. In spite of the benevolent assistance of the Government, numerous colonista, for e reason or another, return to Russia. In 1894 no fewer than 4.500 were said to have returned.

Siberian colonization is, of course, largely indebted to the exile system. That system dates back to the earliest years of the Russian advance; but it was not until the close of the seventeenth century that a large number of revolutionaries from Southern Russia were de ported to Siberia. Thes the revolted members of the Striclitz, or ald National Guard, by Peter the Great. These insurrections were largely of a religious char. acter, the consequence being that Siberia has been supplied with a considerable population of desirable colonists who, as Mr. Wright says have done for portions of the country what the Thus, al- pilgrims did for New England.

It is quite exceptional for them to be' condemned to hard labour or close con- finement, and they are usually left at liberty to live as they please and as their means permit, having their wives and families with them. The physical conditions of Siberia, which are naturally repellent to the imagination of inha- bitants of more genial climates, have no terrors for the natives of Russia; besides, political conspirators know that if they fail they must pay the penalty, and they may well think themselves lucky tha the penaly is not heavier than it is. The political exiles have, says Mr. Wright, furnished some of the best elements of Siberian society, many of them having devoted themselves seriously to scien- tific pursuits with valuable results.
