The local Chronicle says that no comments were made in the Collector's office on the let- ter, except that no arms were shipped from this port to China so far as the knowledge of those in the office was concerned. Arms might have been shipped surreptitiously. Consignments could go as canned goods, or for that matter, as any class of merchandise, and the depart- ment would be none the wiser, as one official expressed it.
