Among the most important suggestions that have been made by the provincial authorities, the combined nemoral of Viceroys Liu K'un-yi and Chung Chil-tung stands supreme; it is in fact, a comprehensive treatise on reform worthy to take its place alongside of Viceroy Chang Chih-tung's book Learn. Viceroy Youn Shih-kai has also presented important memorials which have carried great weight. Several memorials presented by the late Vicer y at Canton, Tao Mu, have also contained worthy suggestion", but as some of them were not equally pleasing to the Court, they have been ignored or rejected.

On May 28th, in the same year, a long Decree was issued, ordering that the six Boards sweep away their abuses and extortions, and do away with the bondage of precedents and ancient regulations, and "to conduct the various business of State as may seem best under the circumstances" It was also or 'ered that the work of the Boards should be con-

ducted by those who are called secretaries, and not by those who are called clerks, lower in rank than the secretaries, but having really possessed the greatest power. Thes clerks have generally kept the records at their own houses, have been the ones who have known all the pre- cedenis, and whose good will has always been essential, if any business with their superiors was to be carried thigh successfully accord ing to rule and routine. So far as 1-kn w, some of the official pusts in "the rds have been given up, while the persons who have filled those posts have generally been given position under other names in the same Board In fact these men are the only perma ent staff of the Roards, and without their help the business of the Roards could not be carried put satisfactorily, As to sweeping away the abuses of the Boards, I would conclude that there is as much abuse today as there ever Was. As to giving up past precedents and old regulations, there has been some slight change; there is not as much slavish adherence to pre- cedent as has characterised the Chinese Gay- ernment in the past.

Nothing, however, is more necessary than that one who has nothing to de should not be connected with any yamên.
