If Pussian trade is to have any. thing like a fair chance in Manchuria, the transport tariff must be reduced seventy-five per cent.
China will never become an important con sumer of Russian 1.oducts so long as there are no fonishing Russian industries onthe Chinese frontier, in Manchuria, and on the Amur litteral, and until the Amur Railway is built. Under the existent state of things, said M. Merkatoff, Russian trade and commerce in the Far East were hopelessly handicapped, and a successful, or partially su cessful, competition against the West European manufacturers and ex porters and against American and Japanese enterprise was practic dly impossible. The politico-commercial policy of the Manchurinn Railway it were idle to disguise the fact--1.as, in its result, been something worse than abor- tive. Instead of gaining new markets Russia is losing old ones, and her project of industrial colonisation and development in Manchuria and on the Amur is-murred by the foreigner. The present conilitions are intolerable. Russia must devise the means of preventing the entry of foreign merchandise into Manchun, except through the ports of Nicola'evsk and Vladi vostock, and a general prohibition must be established in favour of Russian trade and commerce in the Amur region,
M. Merkuluff, then, in conclusion, referred oracularly to cenain representations being made, or about to be made, to the Chinese Goverment by the Russin Minister at Pekin, in relation to Manchuria, curiously coincident with a recent and sensational revelation of Russia's designs in that province of the Middle Kingdom.
JOURNEYING THROUGH CHINA.
A DANGEROUS PASTIME IN A STRANGE
LAND, EVEN WITH A GOVERNMENT CONVOY.
In the course of an article on "Coining by Machinery in China," in Cassier's Magazine, some interesting data is of travel in that wonder- ful land are: iven by the authors. To fix some of the minting machinery a party of engineers were obliged to travel up to Chentu. The Gov. ernment supplied a convoy for the travellers, consisting of soldier, sedan-chairs, bearers, baggage carriers, cook, and other servants. The trip was in many places 'brough a benuti. fist country, sometimes over high hills, but more often over toughty-made roads, following the valleys and winding in devious ways between rice fields in all stages of cultivation. In pasting through villages frequent oppo. sition and abuse were encountered, it being on more than one occasion necessary to draw pistols for threatened defence against the small mobs with their anisy, but bloɔdless assaulis. Fortunately, however, nobody was hurt.
The most amusing part of the proceeding of driving off the mob was usually the disap pearance of the soldiers, who hid themselves
