Mr. Chamberlain's Fiscal Policy.
LONDON, 31st May.
The Liberals are actively preparing for a general election. The labour leaders are opposed to Mr. Chamberlain's fiscal policy, and declare, that the working classes will not be blinded by proffered bribes.
Germany and Japan.
It is announced at Herlin that the German Emperor has conferred the Louise Order on the Empress of Japan, and the Red Cross medal on Princess Konatsu.
A Johannesberg Tragedy. It is reported from Juliannesberg that Sir Edward Hulse, formerly press censor there, has been found dead in his bedroom, shot through the head.
Volcanic Activity in the West Indies.
Mont Pelve, Martinique Island, is again active, and the Council General are urging the evacuation of the whole north side of the island. Latest reports to hand state that at least two hundred persons have perished.
Floods in America. Great foods have occurred in many States of America, rendering twenty thousand persons homeless, and causing enormous damage.
The town of North Topeka, Kansas, has been cut off by flood and set fire to by burn- ing lumber.

Tientsin, May 2181, The spring of 1903 will surely be banded down to posterity as the year of the great dust plague. The series of high winds and dust storms which have prevailed for the past fort- night have been something more than even Tientsinneis can stand. Our Spring Race Meeting which promised, with the phenomenal entry of 96 ponies, to be a particularly interest- ing one, has been completely spoiled so far by the most brutal weather, barring rain, that could possibly pr vail, and everyone's calcu- lations have been more or less upset. There will be some heavy losses I fear, as there is a lot of money loose this meeting.
From a friend in Newchwang 1 have received suggestions of dispatches which may have been sent from St. Petersburg and pigeonholed this side, or should have been sent anyway. If the Russian Government never has
sent such instructions, it should have done so, and the least our Government and Secretary Hay can d is to demand the sending of such, and the acceptance of the same this side. They are worthy of reproduction as good examples of what might be and perhaps have been, who shall say:-

PROMOTION FOR HE. WU TING-FANG.
The M. C. D. News is pleased to state that, according to a Peking telegram received yes- terday, 11.E. Wu Ting-fang, Associate Chinese Treaty Commissioner, has been appointed by Imperial decree a Director of the Court of State Ceremonial (Hung-lu Shih-ch'ing), one of the Jesser Boards or “Couns" of Peting. It is a post of the Metropolitan four grade, class A, the "expectant" rank for which was bestowed' upon 11.E. Wu Ting-fang when leaving the United States for China to take part in the pre- sent revision of the treaties With this ap pointment jo a substantive post in the capital although somewhat late in the day, when taking into consideration the amount of work H.E. has done for his country--and inadequate as it may seem, it opens the way for H.E. to much higher and more distinguished; ositions in the Imperial Government in the future, which could not be obtained by him before this, as his rank hitherto had been what Chi- nese term "Hsü" or by brevet. But now as Director, or President of the substantive office of the Court of State Ceremonial 14.1 is put in direct line for such high posts as a Vice-Presi dency and follow that a residency of one of the Six Boards--the summim banum of min-
darindom. With his talents and opportunities there is no reason why H.E. Wo Ting-fang should not be soon filling one of the posts indicated above.

We have previously referred to the departure for England, on account of the ill-health of his wife, of the popular and genial Harbour Master of Canton, Mr. L.. A. Byworth. As une token of the esteem in which he is held the outdoor staff of the 1. M. Customs presented him on Satur- day last with a handsome and elaborate solid silver punch bowl on which was inscribed: "Presental to 1. A. Byworth as a mark of esteem from the O. D. Staff, I. M. Customs, Canton. The presentation was made by Mr. Commissioner Nielsen, who said that he fell honoured by being requested by the out-door staff to be the medium for conveying their sympathy and esteem bath to Mr and Mrs. Byworth. He then read the following address,

Such, indeed, proved to be the case. There is little doubt that Japan has likewise made her views known, and under the com- bined support China has given Russia what is described as a final and definite refusal to accept the Russian demands in regard to stanchuria. Whatever Russia's intentions may have been, we must only hope that the reply of the Russian Foreign Office to Mr. Hay's note of inquiry as conveyed to the United States Ambassador at St. Petersburg represents what Russia now intends; but we must also remember that Count Lamsdorff loes not cover all the points, and we may infer so much from the final statement drily added at the end of the communiqué of the State Department that a close watch will be kept on the course of events in North China and Mongolia as well as in Manchuria. In official circles in this country Russia's as- surances are considered to have removed any immediate danger, although the explanation offered is not looked upon as altogther satis- factory. It is thought that Russia made a bold attempt to conclude an agreement with China unknown to the aber Powers but finding that the facts had leaked out she re pudiated the worst features of the Note.
