SHIPPING SURVEY AND REGISTRY.

The losses of life and property at sea in the later days of wooden sailing ships and before iron and steel had a footing on the seas, had, with increasing trade, become considerable, and were kept constantly before owners by an active press. Rollen ships, highly insured, they said, were sent to sen to sink or swim, their owners cared not, which, some rather preferring the former fate for them, and drastic remedies were suggested, which, had they been enforced, would have destroyed the country's commerce. A great Minister of the day, for a time, took up the cry against shipowners, and it almost seemed as if the voice of the nation was with him. Happily the Minister was open to enlightenment, and representations in pamphlet and other form, addressed to him by several shipowners, in- fluenced him, and he stayed his hand. It was represented to him that shipping was in a ...ransition state, that wooden ships, whose Iccord was bad, would speedily disappear from the seas, and with them much loss of life and 'property; that shipowners and shipbuilders were honest men. But legislators would not leave the shipowners absolutely untrammelled. They believed that overloading had to do with loss of life, that shipowners required restraint in this matter, and they appointed a committee to investigate the load line question. Found- ing upon the report of the committee, the Go- vernment promoted a bill in Parliament by which vessels might be laden was to be regu- lated.

Shipowners knew the difficulty of_making fixed rules that would be equitable all round, and some of the principal shipowners of Glasgow, knowing evil might be done to the- trade of the country if the assignment of load lines were left in the hands of a single society in London, resolved to resist the proposed con- centration of power in that Society's hands. It was felt that no single society, however composed, could safely be entrusted with a power that practically controlled the trade, of the country. The bill was already down for reading in the House of Lords when Mr. Nathaniel Dunlop and Mr. Anderson of the Anchor Line, representatives of these views, proceeded to London to try to avert the decision embodied in the bill promoted by the Government. The deputation found sym. pathetic friends in the Upper House to urge that there should be a division of authority in the assignment of local lines, and chief among these friends was the inte Lord Herschell, who undertook to move the deputation's proposed Amendment to the bill. Lis efforts proved to be vain, as the Appellate 'Court marely endorsed the judgment given by the lower Court in both criminal and civil suits. Dissatisfied with the decision of the Appelláto Court, Kajiwara brought the case to the Supreme Court: The latter Court quashed the original judgment and released the accused, as not guilty of fraud, on the ground that the Japanese in does not recognize the ownership of a Japanese vessel by a foreigner and that the contract made between Kajiwara and Yu as to the joint owner- ship of the Kefko-maru between them was an unlawful agreement against the public policy of this country and therefore void.
