They are unable to rectify the abuses, because they do not know where to look for them. They, know, moreover, that they are fleeting birds of passage, liable to be transferred to, entirely different duries at a moment's notice. If they make a regulation, it very probably entirely alters the decision of a predecessor'; the next man in the office possibly alters their rulings and so the kaledospic ad.
