The Times, discussing the King's visit to Paris, says it can scarcely be doubted that there has been some important shifting of the European centre of gravity and that there is not the smallest incompatibility between France's Russian alliance and the main *tenance of a cordial friendship with Great

The French appear to be determined to omit nothing to pay fitting honour to the King in his forthcoming visit to Paris. The programme includes a race meeting at Long Champs and a great review at Vincennes; a distinguished Admiral and General will be appointed to attend His Majesty during his stay.

NEW Yo-, April 'toth. “ The Empress of Russia is seriously ill and it is feared that she will not recover. Several days ago she was attacked with peritonitis and has reached the crisis of the disease. The best physicians of the Empire are at Iidavia and are with the sufferer. The English court is gravely alarmed over the matter and several engagements have been canceller on account of it.

Jimportation of Live Stock.

I arge numbers of cattle continue to be im- ported into the Colony from all the neighbour ing provinces of the mainland, and a good standard of quality has been maintained throughout the year. It is a matter for regret that a great many of the best are exported to Manila where better prices are obtainable.

During the year there have been seven cases of anthrax and these, with one exception, occurred in cattle within twenty-four hours after being admitted to the depôts. The exception had been in the depot for seven days. In each case the animal was found dead or died within a few minutes after being noticed ill. All the animals had come direct by steamer from Canton, so that it is difficult to avoid regarding this district as our south of supply of this dis ease. Every effort was made by cleansing and disinfection to ensure as far as possible #nt this disense diri noi become established in the depots and such efforts appear to have been successful, as there has been no recurrence of the disease. So far as I have been able to ascertain this disease has not been recorded before as existing among cattle in Hongkong.

There have been occasional cases of foot and mouth disease in the depois of a very mild type, but by a liberal use of disinfectants and keeping the feeding and watering troughs clean there was no "prend of the disease.

THE TROUBLE IN KWANGSI,

I hear on

Canton, 17th inst., what į considered reliable authority, that during the past few days the rebels in the interior have been giving the Imperial troops a vist amount of troubl, and although minor engagements-have taken place, the organised forces appear unable to gain the upper hand It is said that Viceroy Yuan Shih-hai is coming South to take command, and if such is the cise definite action will doubtless be taken if it is according to his wishes. Latest reports from Pak Sek, Kweitin, and Wuchow state that the rebels have concentrated their full force on the outskirts of Nanning city and an assault is expected. Wuchow itself is far from safe; for the past few weeks, bands of suspicious characters have arrived in the city, and their presence has caused a great deal of uncasiness. This, combined with the fact that they do not speak Cantonese, has led many in believe that they are the advance party of the rebels, and are in Wuchow for no good pur- pose. It is with the utmost difficulty that letters reach the city from outside. On the Toth instant, about fifty miles from Pingio an unimportant village on the banks of the West River leading to Kweilin City, four junks, which appeared to be ordinary rice boats, got stranded near the sand banks. During the operation of getting the junks afloat a military welynen, on board a guard boat, followed by four other vessels of the same type, made their appearance. On seeing the approach of these boats, the people on the stranded junks redoubled their efforts to get afloat, but to 10 purpose. small monastery on Pak Wu. Tung (White Cloud Cavern), which he believed was the head quarters of the rebels in Shiu Hing. The raid was successfully carried out, and fifteen men were arrested. On their persons and in their boxes were found secret codes of the rebels, and matters relating to the Triad Society.

They were ordered from the New York Ship- building Company about a year and a half ago before the Atlantic Transport Company's ab- sorption by the Marine combine. The price at which they were sold to the Pacific Mail Steamship Company has not been made public, but it is understood to be an advance of that paid for the Atlantic Transport vessels, which is believed to have been $1,500,000.

It is expected that one of the ships will be launched in June and the other in August. Both will be ready for service before the end of this year. The new steamers will un- doubtedly ply between San Francisco and Honolulu, Manila and flongkong. In all pro bability their names will be changed when they are launched.
