THE CHINESE EASTERN RAIL- WAY CO'S EXPRESS STEAMER
"MONGOLIA"
Beyond question the two finest local steamers running in these waters are the C. E. R. S. Mongolia, of 1,627 tons net register, Captain Podalka, whith is noe running weekly between Shanghai and Dalny in connection with the train de luxe from Dalny to Moscow, and her sistership the Manchuria, which runs between Nagasaki and Dalny. As the Mangolin is likely in a very little while to carry a great many re- sidents of Shanghai and the nerts which make Shanghai their starting point for home, same description of her, the result of a visit paid yesterday, will be of interest.
The Mongolia is a new twin-screw steamer, built at Trieste chiefly for passengers, with In speed of 17} knots, She made her last run from Dalry to Shanghai in 32 hours' actual steaming time, the distance being 553 nautical miles, and the average speed 17.3 knots. This means that the Shanghailander can now travel from the Bund to the English Channel in twenty-one days, with only one night at sea. The programme is for the Mongolia to leave here on Thursday morning and arrive at the wharf at Dalny on Friday afternoon. Passengers can sleep and breakfast
on hoard, or go to a hotel; as they prefer; they will have the greater part of the day at Dalny, the train-de-luxe leaving at 4 p.m. on Saturday. The visitor to the Mongolia lands from the gangway on the upper deck immediately opposite the door of the 'smaking room, a very handsome room, pinelled in dark wond, and most comfortably fitted up. It is not excelled in luxury of its appointmets by any steamer coming to China. It must be remembered that the Chinese Eastern Railway is really the creation of Mr. Wilte, the all-powerful Russian Minister of Finance; and that he is determined that the comfort and luxury afforded by that railway and its connecting steamers shall not be surpassed by any other railway in the world. From the smoking room we pass on to a very comfortable saloon, panelled in light wood, with large windows on three sides, the walls decorated with quaint landscapes in inlaid woods of natural colours. There are also in the salon a piano, portraits of T.M. the Czar and Czarina ni Russia, and, of course, an Icon on one corner. But what the passenger chiefly requires is a comfortable state-room, and these the Afongolia provides for B4 first-class passengers. The state-room space is all painted a pretty shade of light green, the rooms, which are mainly for two, though there are two or three family rooms with four berths, being fitted with spring beds and every modern convenience. The bath rooms, etc., are nfl of the most modern type, and there is a very comfortable ladies' drawing. room on the ladies' side of the ship. The captain has a very fine suite of roones, in which he can entertain a few friends, on the bridge deck, communicating directly with the chart room and pilot house, and there are a few special staterooms for distinguished passengers. There is a library in the smoking room. The whole vessel is strikingly, clean, and in man- of war order, and everywhere gond ventilation is secured by fans worked by electricity.

Manila. To accomplish this he got inside the frame work, and received the packages as handed to him by M. Hawes, who in his testimony stated they were handed to him by Captain Chamberlain. Mr. Brieland when questioned acknowledged that saw, Captain Chamberlain while the packages were being placed by him in the box and when about a dozen or so were placed in he was instructed to screw up the box again. This he did.
Customs inspectors Dunlap and Brampton wer: then placed on the stand and both testified as to their experience while aboard the Seward,

FRENCH JOURNALISM!
The romantic and imaginative journalists who sway the destinies of ¿drevir du Tor- guin, observes the Straits Times, have discover." ed a fresh grievance to the effect that Hong. kong does not treat its French visitors properly. Commencing a diatribe by stating that Hongkong naus boude, it says that our sister colony shamefully neglected the Hanoi Exhibition and the Government officials at Hongkong are alleged to cordially detest Frange and all things Freach And then, on the other hand, U. S. soldiers and sailors are permitted to treat the place as though it was a conquered country. According to the Avenir they parade the streets at all hours of the day and night, howling and committing all kinds of excesses. But the Avenir's best gem is its description of how Admiral Courbet obtained his coal from the Hongkong Authorities under threats of bombarding the Governor's "Palace" when the cathedral clock tolled twelve, This happened in the early days of the China war. It would be instructive to know who the Governor in question was and whether the Avenir thinks its renders believe its stories of

PREPARATION FOR SMUGGLING
The following interesting information re- garding the transport Seward, recently under golog repairs in the Kowloon decks, appears in the Manila Cablanets, of the 11th Instant:-
Complaint was filed yesterday aftemoon by Collector Morgan W. Shuster, in the Court of Customis Appeals, against Harry B. Chamber- lain, Capt. and Q. M. U. S, Army, in charge of the refrigerator transport Seward, charged with fraudulently and knowingly bringing into the Philippine Islands and assisting in so doing, certain merchandise contrary to law,
The first officer. Hawes of, the transport Seward testified that while at Hongkong and shortly, prior to the sailing of the vessel from that port to Manila, he was instructed by Quartermaster, Captain Chamberlain, to have constructed in the bruse-work surrounding the smoke stack and between the fiddle and roof of said house work, a box to conform to the dimensions of the wood work,
Mr. Hawes in accordance with his instrue tlons states that be transmitted to the ship's carpenter the order, and the box WAS accordingly made. He did not know, however, whether it was completed in Hongkong or not, but know it was completed eventually and some time before teaching Manila, He further informed the court that a short distance out at sex on the night of the 6th inst, about 7.30 or eight o'clock various packages were placed in this box, the nature of which he was unable at that time to ascertain, and that this was also done under the immediate direction of Captain Chamberlain
Mr. Breiland, the ship's carpenter, sub- stantiated the testimony given by Mr. Hawes. He said he made the box, that said box wax ra inches high, 20 Inches wide and to feet long, the latter width being the width from one side of the wood work to the other. After completing the work and screwing the box in its position, he saw nothing more of it other than a casual glace until he was ordered to ubrc ew it on the night before reaching
