(Manila Caplenews.) U. 8. Navy to be increased.
NEW YORK, March 7th. The appropriation of the late Congress for naval enlargement will rench further than was at first expected. The bill which was passed authorizes an appropriation which will be sufficient to build five new battleships, and the work on them will be begun at once. In its original form the bill provided for three battle- ships of extraordinary strength and for, two cruisers of unusual speed. This was afterwards changed to four battleships, and at the last moment by the efforts of the administration forces, the number increased to five. This is regarded as a great victory for the President's policy of naval preparedness.

OUR TIENTSIN NOTES,

To The Editor or the "Houazonė Treegrani."
SIR-Regarding the rumoured averthrow of the Emperor, Kwang Shu, and seeing certain statements in your paper, under the heading of Tientsi, Notes," I have made inquiries and find that the current talk about reform is to the effert that the real ruler at present in China is Yung Lu. In Peking there is a report, which is seriously taken among Chinese there, that something will happen to the Emperor before long, and that the Empress Dowager will then retire, and the Emperor's brother, Prince Chun, Yung Lu's son-in-law, will be made the no- minal Emperor, with Yung Lu in possession of all the power. A more probable prediction is that if Prince Chun has a son, that son will be made Emperor, with his grandfather, Yung Lu, as his guardian. At present, all over China, the people are in favour of Emperor Kwang Shu reigning.-Yours &c,
