Arrest of a Russian Naval

A Russian naval officer has been arrested at Aden for spying on the fortifications near the key of the defences from which the con- cealed batteries are worked. Two British officers escorted the Russian officer as a prisoner to a Russian warship where he was released. The garrison is intensely irritated

at the incident in view of the fact that the Russian officers were being treated by the British as distinguished visitors.

The Macedonia Roforms. The Grand Vizier in an interview with the correspondent of the Standard said that the reforms in Macedonia would be carried out to the letter, a new selected staff being gradually formed for that purpose. New roads were in the course of construction, and German officers were re-organising the Gendarmerie.

The presentation of Esmond's four-act play When we were suenty-one, by the Brough Company, was warmly welcomed at the City all on Saturday evening when a crowded

The question of a Ministry of Commerce.

Replying to a motion for the appointment of a Minister of Commerce, Mr. Ritchie, Chan- cellor of the Exchequer, deprecated the change, but said, that the Government was Twilling to substitute an inquiry regarding the redistribution of the work of the Board of Trade and the Local Government Board. The motion was withdrawr.

The Growth of the U. 8. Navy. London, 5th March,

The U. S. Congress has adjourned after passing the naval votes agreed upon at a conference of the House of epresentatives and the Senate, amounting to $81,877,0 0, and including a grant for the construction of five battleships, but no cruisers.

CANTON, 9th March. The Shini Maru went ashore at the Tai Mei Barier last night, causing an obstruction to river traffic. Launches were despatched from Canton to war the upcoming steamers, Potuan, Son Cheung, Kwong Chow, Pb Kong and others, that the Back Reach was blocked. As there was a low tide this morning, these steamers will have to wait for water to make an approach by the Front Reach. High tide is at 8.30 am, and the boals are expected to be very late.

The Sin Wan Po states that two junks laden with tea were wrecked last year on the east of Sanhui District and were plundered by the people who are famous for their violent character. The owners appealed to the Higher Authorities who commanded the District Magistrate to have the offenders arrested, but since then many days have elapsed, neither the robbers have been captured nor the goods recovered. We learn from a Canadian exchange that the sudden summons of Mr. A Piers, superintend ent of C. P. R. S. S. service, has called Cap Mowatt of the S.5. Atheniar, to England.

Word has been received from the east, con- firmed bath by Mr. Archer Baker, the European manager of the big railway corporation, and by the president of the Elder Dempster Company, that the C. P. R. is negotiating for the purchase of nearly a dozen of the steamers of the latter company's Atlantic fleet. That several of these vessels are destined for the Pacific service is highly probable, and before many months are over a number of new trans-oceanic liners may add considerably to the importance of Van- couver as a shipping centre.
