Canton, March 6th. THE WEATHER.
We are having a spell of very unusual weather.. Yesterday the thermometer stood at 79. Rain has fallen in abundance. The streets are in a horrible condition. The fogs have been heavy and the steamers very much delayed.
.THE CITY GUARD,
The guard in the city is continued much stronger than in former years. Some say that this is because the Kwangsi rebellion is spread- ing. Others say that the officials still fear a Tisity of the reformers. Vistors at the Five Story Pagoda find a strong guard quartered there with modern rifles and some quick firing
guns.
CHINESE IMPERIAL Lottery, The Chinese are talking a great deal about the proposed Chrere Inftery. The native papres have it that the lottery will be under the direction of the Imperial Maritime Custom with Sir Robert art as chief director. 1 have heard a gond many Chinese express their opinion regarding, this move to raise the indemnity and not one has spoken favourably regarding it. Some of these men hold official positions, others are busins men, Many of them will patronize it if established, but without exception all denounce it as bad for Chinn.

The Insular Bureau has kept the Commission informed from time to time of the changes em bodied in the bill and in this manner the govemment here is in immediate possession of the law as it stands. It is as follows:

That in addition to the coinage authorized for use in the Philippine Talands by the Act of July first, nineteen hundred and two, entitled "An Act temporarily to provide for the administration of the affairs of civil government in the Philippine Islands, and for other purposes," the government of the Philippine Islands is authorized to coin to an amoast not exceeding seventy-five million pesos, for use in said Islands, a silver coin of the denomination of one peso and of the weight of four hundred and sixteen grains, and the standard of said-silver coins shall be such that of one thousand parts, by weight, pine hundred shall be of pure metal and one hundred of alloy shall be of copper.

Sec. 8. That the Treasurer of the Philippine Islands it hereby authorized, in his discretion, to receive deposits of the standard silver coins of one p so authorized by this Act to be coined, at the Treasury of the Government of said islands or any of its branches, and to issue silver certificates therefor in denominations of not less than two nor more than ten pesos, and coin se deposited shall be retained in the treasury and held for the payment of such certificates on demand, and used for no other purpose. Such certificates shall be receivable for custom), taxes, and for all public dues in the Philippine Islands, and when so received may be reissued, and when held by any banking association in said islands may be counted as a part of its lawful reserve.
Sec. g. That for the purchase of metal for the silver Philippine peso authorized by this Act, an appropriation may be made by the government of the Philippine Islands from its current funds, or as hereinbefore authorized, which shall be reimbursed from the coinage under said sections.
