(2). That a silver currency of tael coins be instituted, in which half-tacl coins be of the same finchess as the tael coins be issued with a subsidiary coinage in fractions of the tael.
(3)-That the minting of China doilars cease. (4)That the exclusive right to mint sifyer coins be vested in the National Bank.
(5). That the plant, machinery, and as far as possible the personnel of the present Chinese mints be taken over by the National Bank.
(6)-That the National Bank be authorised to issue notes repayable on demand in the new ael coins, provided a sufficient reserve in bullion (say 50 per cent of the note issue) is (7) That the National Bank under the management of skilled foreign bankers be con- trolled by a Chinese Board of Directors in only to the Board of Revenue in l'eking.
