many of the native shareholders in the Chinese Telegraphs have transferred their shares into names of the foreigners; and to counteract this plan, the Total has just sent a dispatch to the Consular Body here, calmly asking its members to forbid their nationals buying these shares. The following is a translation of the dispatch in question, which has been courteou ly placed at the disposal of the N. C. Dajlý News, for general information, by Mr. John Goodbow, U.S. Consul-General and Senio, Consul:-
