AN UNSATISFACTORY POSITION,
The mill industry of Bombay has once more entered upon a most unsatisfactory phaso, says the Times of India. It was anticipated that with the disappearance of famine conditions, and a bumper cotton crop in sight, the position of the industry would improve. But it is to be regretted that, owing to circumstances over which the mill-owners have no control, the present condition of the mills is far from hopeful. Many of the mill-owners who take a pessimistic view of things, even go so far as to state that the industry has a gloomy future before it

Although the Chinese have been giving better dollar-prices owing to the severe fall in exchange, No. 20. yarn barely gives our mills 5 1/16 annas per pound. Taking into consideration the low prices of cotton, it is impossible to lay down to-day 2 mixing much under 4 annas a pound with the blow- room loss. And if tanna per pound is added as working charges-which is a very law figure in itself-the prime cost of yarn to the manufacturers is 5 per pound.
Consequently, some four or five of our milis have been stopped, fothers have commenced to work short time, and there are many more which will have to do the same in the near future, should the present low rates of exchange can- tinue. It is a fortunate circumstance that at present the stacks of yarn in China are not so large as they were some time ago; otherwise most of the spinning mill- would have laboured even under greater difficulty. Those mills which depend upon home consumption are not so badly off. If anything they are making small profits. The weaving mills which are well-equipped and up to date, still yield a handsome return since they are in a position to sell their productius i Indi, and in countries where their prices are in no way affected by exchange. Some of the far-seeing mill-owners have already placed orders for more loomas which will not nul- have the effect of relieving the pressure on China markets, but also supply the home demand whib seems to be growing. The monthly statistics published by the Government of India show that there has been a steady increase in the outpat of higher counts. Many of the ablest mill-owners and mill agents are of opinion that the common practice of employing incompetent engineers and foremen on low salaries have much to do with the present unsatisfactory state of affairs. They aver that true economy lies not in cheap labour but in well-paid and efficient supervision.

Major Craigie, C. B., who became the Honorary Secretary of the Royal Statistical Society in 1887, and its Vice-President in 1899, has now succeeded Lord Avebury in the presidential chair, and his remarkable in- augural address this week reviews the develop. ment in every sphere of · ur national life since
1834. when the Socie y was founded. The population of London has increased 132 per cent in the seventy years between 1831 and 1901. England was much less the predominent partner in the United Kingdom at that date than she is to-day. To-day the world is calculated to contain not less than 1.600 millions, of whom about one- fourth are in the conventional Europe. Were a like comparison to be ventured upon as regarded the areas of the world's surface then and now under British rule or Brilish protec- tion, the older estimates-defective, no doubt. as to unoccupied area-did not exceed 24 mil- lions square miles, the later surfaces reach 124 million square miles. This advance is relatively much greater than that of the estimated popul ations, on the areas concerned. If the estimate be accepted, it means the exchange of a re sponsibility reaching seventy years ago to some 4 per cent of the land of the world for one which embraces well-nigh 4 per cent of that area and this without including the existing British commitments on the Nile for the good government and control of no insignificant population and no unimportant area in Egypt and the Soudan.
