When one considers what happened on the 8th July, 1901, during the manoeuvres of the French Mediterranean fleet, when the sub- marine Gustave Zede, which had left Toulon 3 days previously, torpedoed the battleship Charles Martd in the harbour of Ajjacio in Corsica, it makes one "kind of speculate."

TERRIBLE OUTLOOK IN SOUTH

CHINA.

News of a very alarming nature has just reached us regarding the rebellion in the South of China. Late yesterday evening, a few Chinese firms here received letters from Canton, stating that Kwangsi province was on the verge of a huge rebeilion. This morning advices were received to the effect that the Kwangsi, rebels had effected a juncture with the Kwai Chow rebels, and had entrenched themselves on the borders of Kwang Tung province. It is reported that over 30,000 men form the rebel band They are divided into four sections, each under an -ble commander, and the whole army under

one Tang, a former military graduate of Tientsin Un iversity, and who had seen active service in the China-Japan War. The rebels are reported to have amassed a large quantity of arms,'

Great Britain and Germany have pro- claimed the blockade of Venezuelan ports, and this will not be relysed until Venezuela gives some sort of guarantee of her bona fides and readiness to satisfy the claims of the Powers. It has been suggested that Presi dent Roosevelt be arbitrator on the points at issue, and the suggestion has been trans- mitted to General Castro who has accepted.

CANTON, December 20th.

In consequence of the new plan for the defence of this colony the French military authorities have recently created an additional regiment of native Infantry. Formerly there were 4 corps, designated as the 1st, 2nd, 3rd, and 4th Tirailleurs Tonkinois. The first three regiments have 4 b'italions of 4 companies each, the two last (ie, including the new 5th Regiment) have only 3 battalions of the same strength. Until a few months ago, each company had an effectif of 250 natives (non-coms, and men), they have now been reduced to a total of 188. The former total strength of the 4 regiments was 15,000 men. At present the creation of the new corps and
