NEW YORK-TO-ORIENT LINE,
The absorption of the Philippines Steamship Line by the American Asiatic Steamship Com. pany, announcement of which was made in the United States several weeks ago, is explained, says the Manila Times of the 5th inst., by the latest developments in the transaction to mean that large capitalists interested in the China Developing Coup any are behind the enterprise. The Steamship bisiness of the Philippine Transportation & Construction Company will he entirely absorbed, but the Philippine sad of the business will be conducted at Manila the old corporation. Negotiations for the merger have been in progress for months, but the details of the deal have just heen definitely arranged.

The officers of the new steamship company are Messrs. William Barclay Parsons, presi. dent; D. Leroy Dresser, vice-president; T.. Ashley Sparks, secretary and treasurer. The directors, besides the officers named, are Messrs. August Belmont, C. A. Tomes, Cor- nelius Vanderbilt and John D. Gluck, Luther Koulze Vermilye & Co., and J. Crosby Brown, of Brown Bros, are also shareholders. Messis. Shewan, Tomes & Company will be the genera] agents of the line in the Orient, and the Com pany will have its New York headquarter at No. 16 Beaver Street.

A monthly service between China and the | Philippines had been operated by the Philip. pine Trinsportation & Coastinction Company, In addition in this service the company owns and operates gineteen stabel steamers and Inge of oo tons each. These were formerly SIR THOMAS JACKSON AND THE operated on the Creat· ́akes in the U. S., and the Erie Canal and were taken apart and "transported to the Philippines for use between the islands of the archipelago. The company als owns a complete matern machine shop in Manila for general repair work, and has a perew hoist for docking small vessels. The Bird steamer of the now American Asintic impony sailed from New York on October 25. This is the steamer Gibraltar, a chartered vessel. It is the company's intention, however, to build its own vessels. For the last eight or nine years Messrs. merchants are to look after themselves. Before passing from the Foreign Office, I might allude to the doctrine propounded by no less a person than H.R.H. the Prince of Wales. When he returned from that long trip of his he said, "The old country must wake up." I think the Foreign Office appreciates that doctrine quite as much as we do. There is a representative of the Colonial Office present, ́an old friend, who has been before us for many years, and he represents a department the rising importance of which is very ex- traordinary. There are many Hongkongites here who have lived 'under the Colonial Office for 6 years. I mean during the 61 years
of the colony, not that any persons have- been there all that time.. (Laughter.) I think the Colonial Office may with all pride look forward to the advancement of the colony of Hongkong, the Straits Settlements, and to Ceylon. There may be many excellencies in representative Government, but, at any rate, we have something solid in hand, and there is a good old story that "a bird in the hand is worth two in the bush." I am very pleased to see here a representative of the Chinese In- perial Customs, a service which has rendered to the Chinn trade in times past a' very im- portant service indeed. I do not say the Chinese themselves were not prepared to render us justice, but I do say that they had not an organisation such as we have under the Chinese Imperial Customs. (Hear, hear,) A treaty which has just been arranged and has been so ably spoken, about by our chairman may be excellent, but I think we have got to look to # very great extent to the Chinese Imperial Customs to carry out that treaty. I therefore think that not only for the past but for the future we owe them our gratitude, because we have a lively -appreciation of favours tolfcome. "There are several members of the House of Commons bere present to-night among our guests, and we are very glad to see them. There is no that in the recent negotiations with China the attitude taken up by the House of Commons has been one apart from party, and purely patriotic. I now refer to my neighbour on my right, who represents the majesty of the law in China. One of the defects of the Chinese Empire which is frequently pointed out is the administration of justice, and it must have been an example to them tosee the even-handed way in which the scales of justice have been banded out in every place in which we had a consular heartke the schoolboy, I have kept the court of justice or a Supreme Court.
