More than one- fifth of it has been incurred within the last three or four years; and the eagerness with which local authorities are piling up liabilities, and leaving them to their descendants to discharge, constitutes a national danger which is all the greater because it passes almost unperceived. Local bodies are encouraged in their extra- vagance by Imperial grants-in-aid, which ought to be more sparingly bestowed; and they too often disguise their wastefulness under the spacious name of "reprod-ctive expenditure." These are questions too large to be entered upon in detail in a brief article ; but it should never be forgotten that it was reckless expendi- ture upon public works which sowed the seeds of decay in Imperial Rome. To these and similar tendencies, the warning voice of Sir Michael Hicks-Beach ought to serve as n restraining influence.
In his commen's upon the expenditure on the Army, the ex-Chancellor seems to have been repeating views that have been heard with almost painful iteration of late. Few will be found to disagree with his belief that it is possible to reduce the Military Estimates if the resources are properly administered; but re- duction will only be in to be felt when the policy of economy commences at the right end. The whole vast system of checks and counter checks in military finance seems to be devoted in the main to the tracing of lost pennies, and the saving of other pennies. That is not true economy, but merely misdirected energy. A whole department will be upset, and piles of correspondence will be written, about a six-

It was inevitable, we suppose, that Sir Michael should include in his speech the now customary exhortation to that much abused in- dividual, the British Officer. It is perhaps hardly necessary for us to follow further a path that is becoming a little too well-trodden. Instead, we prefer to touch, in passing, upon an aspect of the question too often overlooked. If the Army is to attract the best brains in the country, a more adequate înducement must be offered to the young men of the coming era." Men of independent means, who enter the Army because they are willing to do a moderate amount of work, but not too much, will not give the exclusive devotion that Sir Michael demands, unless they are genuinely enthusiastic about soldiering. Penniless men of brains, on the other hand, are not willing to enter the Army unless they have an overwhelming keen desire for, or an hereditary bias towards, a military life. The Army offers few great prizes while it furnishes many risks and much irksome restraint; but the great drawback it presents to men who feel that they have the power to succeed is that it does not offer a sufficiently good inconte until they are well into middle age. In other professions men have a chance of obtaining substantial incomes while they are still young; but in the Army an officer knows that if he is penniless he will have to exist for years in a condition not far removed from poverty as it is understood in the class to
which he belongs. A large increase of pay in the junior commissioned ranks is, of course, impossible; but until better pay is gives in the first stages of a military career, many men who might make fine soldiers will.be kept out of the Army. War is becoming more and more an affair for highly-trained specialists; and highly trained specialists without private means are not to be attracted by the promise of a remote pension, preceded by a prolonged period of impecuniosity.
Sir Michael's suggestion that, so far as the Navy Estimates are concerned, increased ex- penditure on shipbuilding next year will be unnecessary, will doubtless receive approval in many quarters. When the vote for shipbuild- ing and ordnance alone has reached £18,500,000, it is perhaps time to say that a limit should be drawn ; but it is not possible to acquiesce in his view without very considerable qualifi cations. The nation has never grudged what it has found for new ships; and we think that more insistent than the need economy in shipbuilding, is the need for as searching an enquiry into the methods

It is difficult not to believe that a service which has had to develop itself for a century without undergoing the stern test of actual warfare, contains many defects in its mellinds of administration. But the nation, which ex- presses its entirely justifiable belief in the officers and men of the Royal Navy, seems content to extend is confidence to the Ad. miralty system of administratjon also; and we wish that some of the glaring publicity now conferred upon. the War Office could be ex, tended to Whitehall.--- Times of India.
